Description
This is the Justification and Approval (J&A) for Other Than Full and Open Competition for the award of a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to C&S Wholesale Grocers, Inc. This action is for the supply of a full line of brand-name resale products delivered to the DeCA commissaries listed in the attached justification document. This action is executed under the authority of 10 U.S.C. § 2484(f), as implemented by FAR 6.103-5 under DoW Class Deviation DARS Tracking No. 2026-O0017 (Revolutionary FAR Overhaul Part 6, DFARS Part 206), DeCA may use other than full and open competition for the procurement of brand-name commercial products for authorized resale at DeCA commissaries.
