Focus Coil Repair/Recondition and Purchase of New Units

This Sources Sought Notice (SSN) is not a Request for Proposal and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 10, to identify potential sources that are capable of performing the key criteria listed below. All information submitted in response to the Sources Sought Notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned.

The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), on behalf of the National Weather Service (NWS), National Reconditioning Center (NRC) has a requirement for one (1) Statement of Work (SOW) focused on the repair and reconditioning of Next Generation Weather Radar (NEXRAD) Focus Coil equipment. Please be advised of a recent update to the SOW: the drawing is a controlled source document and cannot be provided to interested parties. In addition, this requirement includes the purchase of new Next Generation Weather Radar (NEXRAD) Focus Coil equipment.  The North American Industrial Classification System (NAICS) Code is 811210, Electronic and Precision Equipment Repair and Maintenance. The anticipated period of performance will be for five years, from time of award in 2026 through 2031.

Introduction & Background

This requirement is for a contractor to furnish the necessary personnel, material, equipment, services, and facilities to perform the repair and reconditioning, and purchase of new, Focus Coil equipment. Below is the current approved inventory list with the NRC.

Place of Performance

Units will be shipped to and from the NRC, 14200 Merritt Road, Grandview, MO 64030, but the repair, reconditioning and production of new units will be performed at the Contractor’s facility.

Response Requirements

Please provide a written response which adequately demonstrates your relevant capabilities to provide the following key criteria:

Provide your relevant capabilities to repair and recondition (specific to each of the 5 part numbers listed above) and/or provide new Focus Coil units (provide specific part number or numbers) in accordance with the attached “DRAFT” Statement of Work (SOW). The description can include product literature, color photographs, specifications, etc. Provide any other relevant information not specifically mentioned in this SSN that your company feels would be beneficial to the Government to consider in finalizing its market research and acquisition strategy. Provide information relating to any common commercial practices regarding providing the needed services and/or supplies that the Government should be aware of.  Provide evidence that your company has been reviewed and certified by the NWS Radar Operations Center (ROC), and/or NRC to perform repairs and reconditioning on, and/or provide new units of this equipment.  Provide your company profile:

Provide your company name and address as listed in the System for Award Management (SAM) with your Unique Entity ID if registered (12-character alphanumeric ID assigned to an entity by SAM.gov). Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
