General Notes The resultant award of this solicitation will be issued bilaterally, requiring the contractor's written acceptance prior to execution. All contractual documents related to the instant procurement are considered "issued" by the Government when copies are mailed, faxed, or sent electronically. The Government's acceptance of the contractor's proposal constitutes bilateral agreement. If requirement will be packaged at a location different from the offeror's address, the offeror shall provide the name, street address, and CAGE of the facility. Any contract awarded as a result of this solicitation will be DO certified for national defense under the Defense Priorities and Allocations System (DPAS). Provision 52.211-14 shall be inserted in solicitations when the contract is a rated order. If drawings are included in the solicitation, access needs to be requested on the individual solicitation page under Contract Opportunities on SAM.gov. After requesting access, send an email to the POC listed on the solicitation. Data Item A001 (Inspection and Test Plan) may be waived if already on file at NAVSUP WSS Mechanicsburg.

1. Scope The material covered in this contract/purchase order will be used in a crucial shipboard system. The use of incorrect or defective material could cause serious injury, loss of life, or loss of the ship. Therefore, the material is designated as SPECIAL EMPHASIS material with special control procedures.

2. Applicable Documents Order of precedence and applicable documents are specified, including specification revisions and document references. Contractors must obtain listed documents and retain drawings until award.

2.3 Identification of Classified Documents Contractor must have authorized access to classified documents per DD Form 254. Classified documents include Drawing 830-6404016 Confidential.

3. Requirements 3.1 Parts Kit Parts Kit for a size 5 inch Ball Valve consisting of one Ball (Find No. 39) and two matching Seats (Find No. 28), per Naval Sea Systems Command Drawing 801-6404739, with modifications.

3.2 Material for Parts Requiring Certification Ball (Find No. 39): SAE-AMS-6931 or centrifugally cast 6AL-4V, ASTM-B367, Grade C-5, with mechanical properties as listed. Seats (Q3) (Find No. 28): Torlon 4503, 4203, or 4203L per Electric Boat Specification 4147 (Certificate of Compliance required).

3.3 Testing Certification Hydrostatic Test for each Ball: 30 minutes at specified item with stem hole plugged; acceptance criteria: no leakage or deformation. Dye Penetrant Inspection as substitute if hydrostatic test fixture unavailable. Ultrasonic Testing required for SAE AMS 6931 starting material. Non-Destructive Tests for weld repair and production welds per applicable specifications.

3.4 Pressure Tolerances Specified by drawings or contract; default tolerances provided for various pressure ranges.

3.5 Confidential Hydrostatic Test Pressures Certification must reference Drawing 830-6404016 Rev B and item number; marking working pressure on item is prohibited.

3.6 Seat Stack Height Measurement Measurement procedures to ensure seats are within tolerance.
