U.S. Army TEIS IV On-Ramp: Global Information Systems Engineering & IT Support Services

This opportunity seeks to on-ramp new contractors to the U.S. Army's Total Engineering and Integration Services (TEIS) IV contract, supporting the Army Information Systems Engineering Command (USAISEC) with comprehensive IT and engineering services worldwide. - Government Buyer: - Department of Defense, U.S. Army, Army Contracting Command (ACC), USAISEC, Fort Huachuca, AZ - Scope of Services: - Full life-cycle information systems engineering and IT support, including: - Planning, design, development, engineering, procurement, integration, installation, logistics, cybersecurity, testing, sustainment, and systems retirement - Cybersecurity engineering and assessment, including Risk Management Framework (RMF) validation - Software development, technical instruction, drafting, and illustration - Project management, quality control, safety, and reporting (including OPSEC, safety, and quality control plans) - Construction and installation of Command and Control Facilities (C2F), network infrastructure, and secure communications systems (e.g., SIPRNET, DISN-EN) - Specialized labor categories: engineers, scientists, technicians, security personnel, and management staff with required certifications and clearances - Products and Equipment (examples): - Network equipment racks, patch panels, PDUs, encryption devices, network switches, secure wireless access points, video teleconferencing systems, audiovisual control systems, and mission-critical infrastructure - No specific OEMs or part numbers are mandated; products must meet Army and DoD standards - Unique/Notable Requirements: - Contractors must have Top Secret Facility Clearance and rapid global deployment capabilities - Support required at secure facilities (including SCIFs) and in challenging or hostile environments worldwide - Emphasis on small business participation and compliance with Army, DoD, and industry standards - Annual and periodic submission of OPSEC, safety, and quality control plans; quarterly progress reporting - Key Locations: - Fort Huachuca, AZ (primary), plus Fort Detrick, Fort Belvoir, Fort Lee, Fort Eustis, Fort Gordon, Homestead Reserve Air Base, Wheeler Army Airfield, Camp Humphries (Korea), Wiesbaden (Germany), and other CONUS/OCONUS sites - Estimated Contract Value: - Up to $400 million over a five-year option period - **No OEMs are specified; solutions must be compatible with Army requirements and standards.

Description

To provide for information systems engineering and information technology support services to United States Army Information Systems Engineering Command (USAISEC). The services will include engineering related activities in support of all aspects of information and communication systems. Support will be required for the full life cycle of USAISEC projects to include planning, design, development, engineering, implementation, procurement, logistics, evaluation, test, sustainment, systems retirement, and ancillary services. Worldwide support is required. Most of the worldwide support is required to occur at sustained locations that are secure and possess adequate infrastructure. However, worldwide support may include areas with challenging environments including remote locations, and sometimes hostile locations with little to no infrastructure. Work in highly secure facilities involving the highest level clearances may be required.
