Off-Site Medical and Dental Coding, Auditing, and Data Entry Services for Phoenix Area IHS

The Phoenix Area Indian Health Service (PAIHS), part of the Department of Health and Human Services (HHS), is seeking contractors to provide off-site medical and dental coding, auditing, and data entry services for multiple Service Units across Arizona, Nevada, Utah, and California. - Government Buyer: - Department of Health and Human Services (HHS), Indian Health Service (IHS), Phoenix Area Indian Health Service (PAIHS) - Scope of Services: - Off-site medical and dental coding for inpatient and outpatient encounters - Auditing of coding accuracy and compliance - Data entry into the Resource and Patient Management System (RPMS/EHR) - Services must support compliance with CMS, Federal, State, and third-party payer requirements - Staff must be credentialed coders (AAPC or AHIMA) - Estimated Annual Volumes: - Outpatient coding: 165,000 encounters - Inpatient coding: 600 encounters - Outpatient coding audits: 4,520 encounters - Inpatient coding audits: 80 encounters - Contract Structure: - Multiple-award Blanket Purchase Agreement (BPA) - Firm-fixed unit prices per completed encounter - Maximum ordering period of five years - Set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act - No guaranteed minimum quantities; orders based on actual needs - Locations (Place of Performance): - Elko Service Unit (NV) - Uintah-Ouray Service Unit (UT) - Hopi Health Care Center (AZ) - Phoenix Indian Medical Center (AZ) - Whiteriver Service Unit (AZ) - Fort Yuma Health Center (CA) - Colorado River Service Unit (AZ/NV/CA) - Desert Visions Youth Wellness Center (AZ) - Nevada Skies Youth Wellness Center (NV) - OEMs and Vendors: - No specific OEMs or vendors are named; services are commercial in nature - Unique Requirements: - Coders must hold AAPC or AHIMA credentials - Services must ensure timely and accurate reimbursement and improve data integrity - Pricing is per completed patient encounter documented in the government system (RPMS/EHR)

SYNOPSIS INFORMATION Agency: Department of Health and Human Services (HHS), Indian Health Service (IHS) Office: Phoenix Area Indian Health Service (PAIHS) Type of Action: Combined Synopsis/Solicitation Authority: FAR Part 12 – Acquisition of Commercial Products and Commercial Services (Blanket Purchase Agreement) Set-Aside: Indian Small Business Economic Enterprise (ISBEE) Contract Type: Multiple-Award Blanket Purchase Agreement (BPA); BPA Calls will be firm-fixed price Anticipated BPA Term: The BPA ordering period shall not exceed five (5) years from date of award. Number of BPAs Anticipated: Up to two (2) NAICS Code: 541611 – Other Accounting Services Small Business Size Standard: $24.5m Buy Indian Set-Aside Authority: This acquisition is conducted pursuant to the Buy Indian Act (25 U.S.C. § 47) and HHSAR Subpart 326.6 and is restricted to Indian Small Business Economic Enterprises (ISBEEs). Commercial Services: The services acquired under this solicitation are commercial services as defined in FAR 2.101 and are being acquired in accordance with FAR Parts 12. This Combined Synopsis/Solicitation constitutes the only solicitation issued for this requirement. 2. DESCRIPTION OF REQUIREMENT The Indian Health Service, Phoenix Area Office, has a requirement for off-site medical and dental coding, auditing, and data entry services for multiple Service Units within the Phoenix Area. Services are required to support compliance with CMS, Federal, State, and third-party payer requirements, improve data integrity, and ensure timely and accurate reimbursement. The quantities of encounters and services to be ordered under this BPA will vary based on Service Unit needs. Any quantities referenced in this solicitation or associated attachments are estimates for evaluation and planning purposes only. Actual quantities may vary above or below the estimated amounts. The Government does not guarantee any minimum quantity of services under the BPA. Payment will be based solely on the actual number of completed encounters ordered and accepted by the Government.
