The U.S. Consulate General Merida is seeking professional laboratory services for quarterly treated wastewater sampling, testing, and regulatory reporting to Mexico's National Water Commission (CONAGUA) in 2026. - Government Buyer: - U.S. Department of State, American Consulate General Merida, Facility Management Office - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified laboratory service providers - Products/Services Requested: - Quarterly treated wastewater sampling and chemical laboratory testing services - Testing at two discharge points (Waste Water Treatment Plant Effluent and Irrigation buffer tank) within the Consulate compound - Sampling every two hours during business hours, two days per quarter - Testing parameters include: Temperature, Grease and Oil, Chlorides, Total Nitrogen, Total Phosphate, Helminth Eggs, Escherichia Coli, Enterococcus Faecalis, pH, True Color, Acute Toxicity, Arsenic, Cadmium, Copper, Chrome, Mercury, Nickel, Zinc, and Total Oxygen Chemical Demand - Reporting via CONAGUA's SIRALAB system - Includes all labor, supplies, reagents, equipment, logistics, certified lab credentials, and chain of custody - Unique or Notable Requirements: - Compliance with Mexican Code NOM-001-SEMARNAT-2021 and U.S. standards - Vendor must provide certified laboratory credentials and ensure chain of custody for samples - Strict quarterly schedule with reports due at the end of each quarter - Service must be completed within 15 calendar days from start date, with overall completion no later than 60 days after award - Registration in SAM, CAGE code, and NDAA Section 889 compliance required - Place of Performance: - U.S. Consulate General Merida, Calle 60 Av. Enclosed is a Request for Quotations (RFQ) for the treated wastewater testing for reporting to Mexico CONAGUA at the U.S. Consulate General Merida. Please refer to the attached files for detailed information regarding the request, delivery, and payment terms.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. The award will be based on initial quotations without discussions; however, discussions may be held with companies in the competitive range if necessary.
