HUD Seeks Contractor for Knowledge Management System and Services (KMSS) Modernization and Operations

The U.S. Department of Housing and Urban Development (HUD), Office of Policy Development & Research (PD&R), is seeking a contractor to operate, maintain, and transform its Knowledge Management System and Services (KMSS), supporting the HUD User and HUD Exchange platforms. - Government Buyer: - U.S. Department of Housing and Urban Development (HUD) - Office of Policy Development & Research (PD&R) - CPO: IT Operations Support Division - OEMs and Vendors: - No specific OEMs or product manufacturers are named; the procurement is open to qualified contractors with relevant expertise. - Products and Services Requested: - Operation, maintenance, and transformation of the KMSS, including: - Website migration to HUD cloud infrastructure - Content development (e.g., up to 12 Evidence Matters articles, 96 PD&R Edge articles, 15 case studies annually) - Information dissemination and outreach (e.g., eList messages, conference support) - Cloud hosting (FedRAMP-authorized, 99.9% availability, up to 24 months temporary hosting) - System transformation (CMS migration, redesign, domain migration, platform extensibility) - Project management (work plans, progress reports, ad hoc reports) - Security and compliance (Section 508, Authority to Operate, incident response) - Technical assistance application integration (up to 16 annually) - Development of new mobile and mapping applications (up to 2 each annually) - Learning Management System (LMS) license (Adobe Learn) - Unique or Notable Requirements: - Experience with large-scale knowledge management and website operations for federal research programs - Demonstrated ability to deliver content, manage cloud migration, and ensure security compliance - Section 508 accessibility compliance and robust incident response planning - Temporary cloud hosting until migration to HUD infrastructure is complete - Integration of technical assistance applications and support for user engagement - Performance-based service acquisition under NAICS 518210 - Period of Performance: - One base year (12 months) with four 12-month option periods (up to five years total) - 45-day transition-in and transition-out periods - Temporary cloud hosting for up to 24 months - Place of Performance: - Primary work at contractor's facility - Government oversight and coordination at HUD headquarters, 451 7th St SW, Washington, DC 20410
