The U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Ohio is seeking certified general real property appraisers for the Agricultural Conservation Easement Program – Wetland Reserve Easements (ACEP-WRE) appraisal services. - Government Buyer: - U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), Ohio State Office and FPAC-NRCS Ohio - Scope of Work: - Appraisal services for market value 'as is' appraisals of conservation easement areas in Ohio - Nine specific appraisal reports required for named properties/applicants (e.g., GOLDEN, TKB LLC, Vogel, Weaver, OAK LAND FARM LLC, STARCHER, J&P Matthews Family Trust, Bosley Ranch LLC, Lucas & Lyndsey Braun) - All appraisals must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and NRCS appraisal instructions - Appraisals must include valuation of surface rights, timber, permanent plantings, and irrigation water rights; landowners are not clients - Deliverables include both bound and electronic copies for technical review - Requirements: - State-certified general real property appraisers only - Technical approach, certification, past performance, and price are key evaluation factors - Small business set-aside under NAICS 531320 (Office of Real Appraisers) - Period of Performance: - All appraisal reports must be delivered within 90 days of award; anticipated contract duration is approximately three months - No specific OEMs or commercial vendors are named; this is a professional services procurement - Place of Performance and Delivery: - Appraisal services to be performed for properties in Ohio - Contracting and government offices located at USDA NRCS Ohio State Office, 200 N. High Street, Room 522, Columbus, OH 43215, and FPAC-NRCS Ohio

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 12FPC426Q0019 is issued as a Request for Quotation (RFQ) for USDA NRCS Ohio Appraisal Reports.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 531320 Office of Real Appraisers  The small business size standard is $9.5 Million  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Statement of Requirement

The United States of America, acting through the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) is seeking to procure conservation easements to assist the landowner in protecting, restoring, and enhancing the original hydrology, native vegetation, and natural topography of eligible land, to restore and protect the functions and values of wetlands in the agricultural landscape, help achieve the national goal of no net loss of wetlands, and improve the general environment. These lands may be placed under a conservation easement through ACEP-WRE.                                                                                                   

All appraisals completed for this program must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and appraisal instructions as issued by NRCS.  ACEP-WRE appraisals are market value as is appraisals of the easement area. A conservation easement value is not needed for ACEP-WRE.

Quote Due Date/Time: Quotes must be submitted electronically via e-mail to Contract Specialist, Tamara Sawyer at Tamara.Sawyer@usda.gov and Contracting Officer, Oksana Strekha  Oksana.Strekha@usda.gov on or before the RFQ closing date of April 13, 2026 at 12:00pm EST.
