Description
The Defense Health Agency intends to award a Firm-Fixed-Priced Basic Ordering Agreement under Commercial terms and conditions and on a noncompetitive basis under the authority of FAR 12.201-1; Simplified Acquisition procedures. Award is intended for:
Blood Centers of America, Inc. (BCA)
1300 Division Road, Suite 102
West Warwick RI 02893
This 3-year BOA to BCA is for procurement of blood products during contingency operations. Once the BCA BOA is in place, delivery Orders will be issued against the BCA BOA when/or if the ASBPD has an urgent need to surge blood supply to meet Combatant Command requirements. A need to surge blood supply could occur during local or global health pandemics, humanitarian efforts, natural disasters, anti-terrorism events, war, or any other military operation or deployment where blood support is needed.
The Contingency Blood Procurement Program is a Special Interest Item for the Office of the Joint Staff Surgeon and ASBPD. To address this Special Interest Item, DHA needs the ability to acquire large quantities of blood products at a moment’s notice to support Combatant Commands’ blood requirements to support contingency operations.
This is not a request for proposals. Any interested party that believes it can meet the requirement described herein may identify their interest and capabilities in response to this notice. Responses must be submitted by email to the points of contact no later than 4:00PM EDT on 10 April 2026. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. The agency will not consider award of the requirement to small business under NAICS code identified in this notice.
All responding vendors must be registered to the System for Award Management (SAM). Complete SAM registration means a registered Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) code.
