The Department of Defense, through the Defense Health Agency (DHA) and Program Executive Office Defense Healthcare Management Systems (PEO DHMS), is seeking industry input and solutions for its Enterprise Software Services (ESS) Next requirement to modernize and optimize test infrastructure for healthcare IT programs. - Government Buyer: - Department of Defense, Defense Health Agency (DHA), Program Executive Office Defense Healthcare Management Systems (PEO DHMS) - Contracting office at 1700 North Moore Street, Suite 2300, Rosslyn, VA 22209 - OEMs and Vendors: - No specific OEMs or vendors are named in the documents - Products and Services Requested: - Physical testing environments at the Medical Enterprise Test Innovation Center (METIC) - Hosted infrastructure at the DHMS Data Center (DDC) - 34 resource pools for compute and storage (20 in .com, 14 in .mil environments) - End-user computing devices (laptops, peripherals) - Network connectivity across three networks (development, production-equivalent, secure remote access) - Enterprise Jira instance (SDLCNext) hosted in DHA AWS environment - Managed test infrastructure services, including development, integration, and test environments - Developmental Testing & Evaluation (DT&E) and Independent Verification & Validation (IV&V) services - Enterprise tooling operational management and migration to SDLCNext - Unique or Notable Requirements: - Facility must be compliant and located within the National Capital Region (within 30 miles of Arlington, VA) - Support for multiple DoD healthcare programs (e.g., MHS GENESIS, JOMIS) - Seamless transition with minimal disruption and knowledge transfer at contract end - Emphasis on innovative approaches, cost transparency, and risk mitigation - Industry feedback is requested to refine requirements and acquisition strategy

Description

The PEO DHMS is conducting market research to inform acquisition planning for the ESS Next requirement. ESS Next must provide infrastructure, environments, and services to support development, integration, and testing for PEO DHMS stakeholders, including their various programs and contract support. The agency seeks innovative solutions to achieve the following high-level objectives:

Optimized and Consolidated Infrastructure and Facilities Modernized, Secure, and Operationally Aligned Service Delivery Integrated and Efficient Testing and Validation Services Enterprise Tooling to Enable Product Delivery Transparent and Cost-Effective Platform Service Seamless Operational Continuity and User Support

This RFI seeks industry feedback on the attached Draft Statement of Objectives (SOO) and Current State Analysis to inform acquisition strategy decisions. Responses will help refine requirements, identify innovative approaches, and ensure effective competition.

Respondents may address all or some of the questions outlined in the RFI. Responses should be concise, no longer than 10 pages, and submitted electronically by April 9, 2026
