ICE is seeking contractor support for incident inspections and detainee death reviews at detention facilities nationwide. - Government Buyer: - Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) - Office of Professional Responsibility (OPR), Inspections Program Office - Services Requested: - Compliance inspections of ICE detention facilities (approx. 70 annually) - Each inspection lasts 2-5 days and involves 2-7 Subject Matter Experts (SMEs) including medical, environmental health & safety, and generalist SMEs - Detainee Death Reviews (DDR) (approx. 18 annually) - Each review lasts 2-5 days and involves 2-3 SMEs (medical and generalist) plus a Project Manager or Assistant Project Manager - Project management and administrative support for both inspections and DDRs - Labor categories include Project Manager, Assistant Project Manager, Medical SME, Detention/Corrections SME, Environmental Health & Safety SME, Administrative Support - Estimated labor hours: 1920 hours per year for each project management/admin role; 9536 hours per year for each SME role (inspections); 3840 hours per year for each SME role (DDR) - Other direct costs and travel (not-to-exceed limits) - Unique/Notable Requirements: - Personnel must have appropriate security clearances - Adherence to ICE National Detention Standards (NDS), Non-Dedicated Intergovernmental Standards (NDIDS), Performance-Based National Detention Standards (PBNDS), and Family Residential Standards (FRS) - Detailed reporting and training requirements - Data rights and confidentiality provisions - Places of Performance: - ICE detention facilities across continental US (CONUS), Puerto Rico, and OCONUS locations (Guam, Virgin Islands, Alaska, Hawaii) - Contracting office located at 500 12TH ST SW, Washington, DC 20024 - No specific OEMs or commercial vendors are named; opportunity is for professional services.

Description

The Office of Professional Responsibility (OPR) is an organizational element within the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE). The Office of Detention Oversight (ODO) is a unit of OPR, Inspections Program Office (ISP).  ODO conducts compliance inspections of detention facilities in which detainees are accommodated for periods in excess of seventy-two (72) hours to determine compliance with the ICE 2025 and 2019 National Detention Standards (NDS), the 2025 Non-Dedicated Intergovernmental Standards (NDIDS), the 2011 Performance-Based National Detention Standards (PBNDS), as applicable, or the 2020 Family Residential Standards (FRS).  The External Reviews and Analysis Unit (ERAU) is also a unit in the OPR, Inspections Program Office.  ERAU is responsible for conducting administrative reviews of all deaths of individuals in ICE custody.  The Detainee Death Review (DDR) is a focused, fact-finding, objective investigation of the facts and circumstances surrounding the death.  ERAU also conducts special and focused reviews, as requested by ICE leadership. As part of its market research, ICE is issuing this RFI to determine the estimated number of interested vendors capable of providing the requirements as described in the draft SOW.
