The Massachusetts Army National Guard is seeking a single vendor to supply a range of branded promotional items for recruiting and retention initiatives: - Government Buyer: - Massachusetts Army National Guard (MAARNG), Recruiting and Retention Battalion - Managed by W7NE USPFO ACTIVITY MA ARNG office, Devens, MA - Products Requested (all require custom MAARNG artwork): - 800 OCP Tactical Laptop Backpacks (600D polyester, 17" laptop capacity, full color embroidery) - 250 Satin Graduation Stoles (black with gold trim, full color embroidery on each end) - 16,000 Micro-Fiber Rally Towels (18" x 11", full color imprint) - 10,000 Hard Enamel Metal Pins (custom shape, full color enamel) - 9,000 Clip-On Badge Holder/Reels (carabiner, retractable cord, full color imprint) - 3,000 Light Up Foam Batons (multicolor LEDs, black imprint) - 1,500 TriCharge 3-in-1 Wireless Charging Stations (for smartphones, Apple Watch, AirPods, full color imprint) - 3,000 Athletic T-Shirts (Tan 499/Coyote Brown, polyester, moisture wicking, full color chest and back imprint, sizes XS–XXL) - Unique Requirements: - All items must feature specific MAARNG artwork (provided upon award) - Artwork approval, digital proofs, and production samples required prior to full production - Strict delivery timelines: artwork and proofs within 7 days, samples within 30 days, final delivery within 45 days of sample approval, and all items delivered within 60 days of award - Liftgate delivery required to Camp Curtis Guild, Reading, MA - No specific OEMs or branded manufacturers are mandated; items must meet detailed specifications - Place of performance and delivery: Camp Curtis Guild, Reading, MA; inspection/acceptance at Hanscom Air Force Base - Award will be made to the lowest-priced, technically acceptable quote meeting all requirements

Description

The Massachusetts Army National Guard (MAARNG) has a requirement for various branded promotional items as detailed in the attached Request for Quote (RFQ). This is an RFQ for commercial products and commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12. This notice and the attached documents constitute the official solicitation.  All specifications, approval conditions, and required quantities are detailed in the attached solicitation document (Standard Form 1449).

IMPORTANT: All quoters must read and adhere to the detailed instructions provided in the "Addendum to 52.212-1 - Instructions to Offerors" contained within the solicitation package. This addendum provides specific requirements for quote preparation, content, and submission that are essential for a quote to be considered for award.

Submission and Award Information

Quote Submission: All quotes must be submitted via email to both Marc Kerrigan and Isao Hattori at the email addresses listed above.

Quote Deadline: The closing date and time are specified in Block 8 of the attached SF 1449. Late submissions will not be evaluated.

Question Deadline: All questions must be submitted via email to both contacts no later than five (5) business days prior to the closing date.

Basis for Award

The Government intends to award a single, firm-fixed-price contract. The award will be made to the responsible quoter submitting the lowest total price for all CLINs, whose quote conforms to all solicitation requirements.

The Government will evaluate quotes by first ranking all quotes by price. It will then evaluate the lowest-priced quote for technical acceptability. If the lowest-priced quote is technically acceptable and submitted by a responsible quoter, an award will be made without evaluating other quotes.
