Description

1. Disclaimer

This RFI is issued solely for market research and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue a solicitation in the future. The Government will not pay for information submitted in response to this RFI. All interested parties will be required to sign a non-disclosure agreement (NDA). After NDA is received, the interested parties will be given demand data so they have the opportunity, if they choose, to build/detail a forecasting model so the Agency has a better sense of available market solutions.  This is a voluntary opportunity for interested firms to better demonstrate their products/capability.  Interested firms that choose to avail themselves of this opportunity will do so at no cost to the government. 

2. Background & Objective

NAVSUP WSS Philadelphia seeks to modernize its predictive methodologies for modeling variables such as component failures, repairs, and replacements across a variety of Naval aviation platforms.  The objective is to identify commercial solutions or methodologies that improve the confidence level between predicted and observed demand values and enhance analytics.

3. Scope of Requested Information

Respondents are requested to provide information on the following:

•            Predictive Methodology: Details on quantitative or qualitative models used to forecast demand for Aviation Depot Level Repairables (DLRs) and consumable items.

•            Data Integration: Ability to interface with Navy Enterprise Resource Planning (ERP) systems and incorporate variables such as flying hours, type/model/series of aircraft and historical demand. Standalone laptops at the below minimum specifications,  to access all programs - to be provided.

Processor: Intel Core 7 (* physical cores)

Storage: 2TB NVMe SSD

Operating System: Ubuntu 24.04 LTS

•            One site training and support: Ability to deliver in-person training to the NAVSUP WSS workforce on forecasting methodology. Additionally, provide technical assistance and support virtually for up to one year.

4. Response Instructions

•            Format: Responses should be submitted in PDF format, not exceeding 15 pages.
