James Madison University (JMU) is seeking and has awarded a contract for comprehensive Event Emergency Medical Services (EMS) to support a wide range of on-campus events. - Government Buyer: - James Madison University (JMU), Commonwealth of Virginia - Procurement Services Office, Harrisonburg, VA - OEMs and Vendors: - Emergency Training Systems, Inc. (current and incumbent contractor; small, woman-owned business) - Products/Services Requested: - Standby EMS coverage for campus events, including: - Home football games (6–7 per season) - Men’s and women’s basketball games (~30 per season) - Commencements, NCAA/conference postseason events, concerts, and special events - Service line items (all provided on an hourly/event basis, minimum four hours per event/resource): - ALS Ambulance (ALS/BLS providers, equipment, supplies) - Utility Terrain Vehicle (UTV) Medical Transport Cart - Walking Team (two providers) - First Aid Station - EMS Provider - EMS Operations Field Supervisor - EMS Group Leader (Unified Command Post) - Mobile Medical Care Center (trailer, equipment, supplies) - Pre-Event Organizational Meetings (no cost) - Unique or Notable Requirements: - Contractor must be licensed by Virginia Dept. of Health OEMS for ALS emergency ground transport - Use of Veoci emergency management software for incident logging - Post-event reporting within 24–48 hours - All contractor employees must wear visible uniforms and pass background checks - Minimum four-hour service per event/resource - Coordination with JMU Sports Medicine and participation in event planning meetings - All equipment, supplies, travel, and miscellaneous costs included in hourly rates - Period of Performance: - Initial contract term is one year, with up to four additional one-year renewal options (potential total: 5 years) - Current renewal period: July 20, 2026 – July 19, 2027 - Place of Performance: - James Madison University campus, including Bridgeforth Stadium and Atlantic Union Bank Center, Harrisonburg, VA
