If no exceptions are indicated or received, award will be based upon solicitation requirements. Changes or requests for changes after award will have consideration costs deducted from unit price. If supplies will be packaged at a location different from the offeror address, provide the name, street address, and CAGE code of the packaging facility. Please do not include shipping costs. Shipping/transportation assistance will be in accordance with WSSTERMFZ02. Source inspection is required for this item. Include any additional costs associated with source inspection in your unit price. All contractual documents (contracts, purchase orders, task orders, delivery orders, and modifications) related to this procurement are considered "issued" by the Government when copies are deposited in the mail, transmitted by fax, or sent by other electronic commerce methods such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein. 1. Scope This contract/purchase order contains the requirements for manufacture and the contract quality requirements for the DIP LOOP CAB 46FT.
2. Applicable Documents The documents listed below form a part of this contract/purchase order including modifications or exclusions. Document References must be obtained by the Contractor. 3. Requirements 3.1 Design, Manufacture, and Performance - Except as modified herein, the DIP LOOP CAB 46FT furnished under this contract/purchase order shall meet the design, manufacture, and performance requirements specified on drawing 8212825 Rev B 17476 1155458-105; cage 53711. 3.1.1 NAVSEA Part Number - 8212825-2 3.1.2 Per NAVSEA drawing 8212825 Revision B, the only approved source of supply is: Teledyne D.G. O'Brien, Teledyne Instruments, Inc. Portsmouth, NH 03801 CAGE Code: 17476 Teledyne Part Number: 1155458-105 3.2 Marking - This item shall be physically identified in accordance with MIL-STD-130, REV N, 16 NOV 2012. 3.3 Changes in Design, Material Servicing, or Part Number - Except for a Code 1 change, which shall be processed as provided in the code statement below, no substitution of items shall be made until the NAVICP-MECH Contracting Officer has notified and approval has been given by issuance of a written change order. When any change in design, material, servicing or part number is made to replace or substitute any item to be furnished on this contract/purchase order, the Contractor shall furnish a drawing and explanation of the reason for the change. Shop drawings are acceptable if finished detail drawings are not available. Code statements: Code 1: Part number change only - parts are identical. Code 2: Assembly (or set or kit) not furnished - used following detail parts. Code 3: Part not furnished separately - use assembly. Code 4: Part redesigned - old and new parts are completely interchangeable. Code 5: Part redesigned - new part replaces old; old part cannot replace new. Code 6: Part redesigned - parts not interchangeable. 3.4 Mercury Free - Material supplied shall contain no metallic mercury and be free from mercury contamination. Mercury contamination will cause rejection. If mercury is required as a functional part, written approval must be obtained from the Procurement Contracting Officer. The contractor's request must explain requirements, parts containing mercury, and protection methods. Upon approval, a "Warning Plate" must be provided stating mercury is a functional part. Use of mercury or mercury-bearing instruments in a manner that might cause contamination is prohibited. Mercury switches, thermometers, and other items containing mercury may be used if they do not constitute a contamination hazard. If contamination is suspected, test by enclosing equipment in a polyethylene bag or airtight container for 8 hours at room temperature (70°F minimum). Sample trapped air; if mercury vapor concentration is 0.01 mg/cu meter or more, material is mercury contaminated. These requirements apply to subcontracts and purchase orders. Technical questions should be referred to the Procurement Contracting Officer. Mercury is corrosive to many metals used in submarine/surface ship systems and is toxic. Contamination could cause serious damage and health hazards.
4. Quality Assurance 4.1 Responsibility for Inspection - Contractor is responsible for all inspection requirements unless otherwise specified. Contractor may use own or other suitable facilities unless disapproved by Government. Government reserves right to perform inspections as necessary. 4.2 Responsibility for Compliance - All items must meet contract requirements. Inspection is part of Contractor's quality program. Absence of inspection requirements does not relieve responsibility. Sampling does not authorize submission of defective material. 4.3 Records - Records of all inspection work shall be kept complete and available to Government during contract performance and for 365 days after final delivery.
5. Packaging 5.1 Preservation, Packaging, Packing and Marking - Shall be in accordance with Contract/Purchase Order Schedule and MIL-STD 2073 packaging as found elsewhere in the schedule.
6. Proof of authorization must be provided on company letterhead signed by a responsible official and sent with the offer. 6.3 Distribution Statements - In accordance with OPNAVINST 5510.1, all documents and drawings provided by the U.S. Navy to prospective contractors must include a "Distribution Statement" indicating limits of distribution and safeguarding information. The seven distribution statement codes for non-classified documents are: A: Approved for public release; distribution is unlimited. B: Distribution authorized to US Government agencies only. C: Distribution authorized to US Government agencies and their contractors. D: Distribution authorized to DoD and DoD contractors only. E: Distribution authorized to DoD Components only.
