SOURCES SOUGHT ANNOUNCEMENT ONLY This Sources Sought Notice is not a request for competitive quotes and no solicitation is available. Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. Any responses received will only be considered for the Market Research purposes of determining whether to conduct a set-aside or unrestricted competitive procurement. All interested parties must include their SAM UEI and business size status in their response. Documentation of technical expertise must be presented in sufficient detail to demonstrate the ability to comply with the requirement. The Government is requesting an informal quote for these services in addition to a capability statement using the included price schedule found on the last page of this Sources Sought Notice. The informal quote is for market research purposes only, and will not form a binding agreement. Project Overview The VA Long Beach Healthcare System (VALBHCS) requires contracted non-emergent wheelchair, stretcher, and ambulatory transportation services. The contractor shall provide all labor, vehicles, personnel, supervision, supplies, equipment, and necessary reporting for the provision of shuttle and valet services in accordance with the Statement of Work. Note: The Draft Statement of Work included in this Sources Sought Notice is not final. No inquiries will be accepted at this time. Important Information The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. Registration Requirements Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Small Business Administration Veteran Small Business Certification (VetCert), located at https://veterans.certify.sba.gov/. DRAFT Statement of Work Title: Shuttle and Valet Services, VALBHCS Purpose: The VA Long Beach Healthcare System (VALBHCS) requires contracted non-emergent wheelchair, stretcher, and ambulatory transportation services. The contractor shall provide all labor, vehicles, personnel, supervision, supplies, equipment, and necessary reporting for the provision of shuttle and valet services in accordance with the Statement of Work. Background: VALBHCS shuttle and valet service is necessary to ensure all veterans reach the hospital from parking lots by reducing the physical strain and logistical stress of navigating a large, busy medical campus. This is especially important for veterans with mobility challenges, chronic conditions, or disabilities. Shuttle Scope/Requirements: Shuttles: Contractor shall provide three (3) 20-passenger ADA compliant buses and three (3) Class B Licensed shuttle drivers with passenger endorsement. One shuttle will transport passengers between 5901 East 7th Street Long Beach CA 90822 and 5761 E Colorado Street Long Beach CA 90814. Shuttles will be serviced and maintained by the Contractor for the duration of this contract. Shuttle service will run Monday through Friday from 6am to 6pm (12 hours per day), 5 days a week, 52 weeks a year (excluding Federal Holidays). The Contractor shall place the VA logo on all vehicles in use for the shuttle service. The COR will provide the VA logo design, and the Contractor shall purchase/print the decals and place them on the shuttle vehicles within 30 days of contract award. Decals must be 12 to 24 inches wide and visible from a reasonable distance. Carts: Contractor shall provide three (3) 6-8 passenger GEM E6 Electric Vehicles or 6-8 Passengers Golf Carts with covers, two (2) current California Class C drivers to operate these carts, and one (1) 24-hour onsite dispatcher. Carts will be serviced and maintained by the Contractor for the duration of this contract. Cart service and dispatcher will run Monday through Sunday, 24 hours per day, 52 weeks a year (including Federal Holidays). The Contractor shall provide two-way radios for the golf cart/electric cart drivers and dispatcher, as well as one (1) cell phone with the number posted and provided to employees and patients for pickup and drop-off assistance around the VA facility. The Contractor shall place the VA logo on all vehicles in use for the shuttle service as described above. Contractor shall be responsible for daily inspections (CHP approved inspection sheet), fuel, licensing, registration, qualified drivers, and all maintenance and repair services. Safety issues found during daily inspections must be fixed prior to the start of the shift or a replacement vehicle provided. Documentation shall be available upon request. Contractor shall provide legally mandated breaks to all drivers. Drivers will self-break during off-peak times. Relief drivers shall be provided for lunch breaks exceeding California mandated hours. Contractor Personnel: Personnel shall be courteous and conduct themselves in a businesslike manner. Drivers: Must be qualified and licensed according to applicable regulations. Must possess a valid driver’s license for the class of vehicle driven. Must be at least 18 years old with at least one year of licensed driving experience. For the past three years, must have no license cancellations or suspensions, no convictions for driving without insurance or valid license, and no convictions for driving under the influence. Drivers shall be presentable, well-groomed, and professional. Drivers shall wear company uniforms furnished by the Contractor, including nametags or badges worn above the waist. Drivers are responsible for cleaning and disinfecting all buses and carts before each shift. Loud music is prohibited in vehicles while transporting VA patients. Investigative Requirements for Contract Personnel: Contract personnel will be subject to Special Agreement Checks (SAC). Fingerprinting will be conducted at VALBHCS. VA Security and Investigation Center (SIC) adjudicates all background investigations. Personnel may be required to wear Personal Protective Equipment (PPE) when required. Personnel will collect, contain, and dispose of all trash according to VA regulations. Contractor and personnel shall follow all VA and VHA Center for Engineering and Occupational Safety & Health Regulations. Signage: Contractor shall provide and install twenty (20) signs on the VALBHCS campus with COR-approved locations. Contractor shall provide and install weatherproof stickers displaying dispatch phone number on 60 existing signs (24x24 inches) with 13x2 inch stickers. Contractor is responsible for repairing damages incurred during contract performance. Vehicles: VA reserves the right to inspect contractor’s equipment and vehicles or require documentation of compliance. VA inspections do not guarantee proper maintenance. Non-compliant vehicles may be restricted from use without relieving contractor of performance obligations. Vehicles must be clean and well-maintained inside and out. Vehicles involved in accidents must be repaired and approved before returning to service. Valet Scope/Requirements: Contractor shall provide all labor, supplies, materials, transportation, supervision, support vehicles, and other non-personnel services for full valet parking and front door services at VALBHCS. Contractor shall provide sufficient employees to ensure consistent, responsive, secure, and efficient valet parking services, adjusting staffing as needed. Valet parking operation must ensure no vehicle waits more than seven (7) minutes to be parked or retrieved. A Valet Attendant shall be stationed at the valet booth during normal operations; the booth shall be manned at all times and provided by the Contractor. Contractor Personnel for Valet: Personnel shall be courteous and professional. Drivers must meet the same qualifications and standards as shuttle drivers. Drivers shall wear company uniforms and identification badges. Loud music is prohibited during valet services. Investigative requirements and PPE use are the same as for shuttle services. Contractor shall follow all VA and VHA safety regulations. Valet Parking Service Hours: Monday through Friday from 6:00 A.M. to 12:30 A.M. Evening hours primarily support the Emergency Department. Keys remaining after 7:00 P.M. will be turned over to the VALB Administrative Officer of the Day. Contractor shall ensure sufficient staff during peak hours (9:00 A.M. to 2:00 P.M., Tuesday through Thursday busiest). National Holidays: The Contractor is not required to provide services nor be paid for the following Federal Holidays (with observed days if falling on weekends): New Year’s Day Martin Luther King Jr.’s Birthday President’s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran’s Day Thanksgiving Day Christmas Day Other holidays may be declared by Executive Order. Conformity To Regulations: Contractor and operators shall conform to all Federal, State, and local regulations. VAMC facilities are NO SMOKING areas; violators may be ticketed and fined $50. Contractor must notify employees and subcontractors of strict enforcement. Security Requirements: Contractor will not have access to patient records, data, or VA computer systems. Contract personnel requiring access must undergo background investigations and receive favorable adjudication. Position sensitivity is LOW RISK. Background investigation level: National Agency Check with Written Inquiries. Contractor shall pre-screen personnel for U.S. citizenship and English proficiency. Estimated Period of Performance: June 1, 2026 – May 31, 2031. Insurance: Satisfactory insurance coverage is a condition precedent to award. Workers' compensation and employer's liability coverage must conform to applicable State law. General liability and comprehensive automobile liability must meet or exceed $200,000 per person, $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage.
