This opportunity from the Administrative Office of the U.S. Courts seeks a contractor to provide, deliver, and support drug testing instruments and related services for United States Probation and Pretrial Services Offices (USPPSO) nationwide. - Government Buyer: - Administrative Office of the U.S. Courts (AOUSC-PROCUREMENT MANAGEMENT DIV) - U.S. Courts and Probation Services - Products and Equipment Requested: - Automated drug testing analyzers for federal labs and probation offices - Instruments must support throughput from 100 to 800 tests per hour, depending on location - Total quantities by location (examples): - 2 units for San Diego Pretrial regional lab (800 tests/hr) - 2 units for St. Louis Probation regional lab (800 tests/hr) - 2 units for San Antonio Pretrial regional lab (800 tests/hr) - 2 units for Albuquerque Consolidated regional lab (800 tests/hr) - Multiple other labs/offices with 1-2 units each, at 100, 400, or 800 tests/hr - Forensic use immunoassay reagents, controls, calibrators, and all necessary consumables - Water systems and quality control supplies - Services Requested: - Maintenance for all analyzers - Training for lab staff - Data management system capable of exporting results to all USPPSO laboratories - Unique or Notable Requirements: - Nationwide delivery and installation at specified federal labs and probation offices - Security and installation constraints at each location - Integration with USPPSO labs and compliance with detailed specifications - OEMs and Vendors: - No specific OEMs or brands are named in the solicitation or attachments - Locations: - Delivery and installation at federal labs and probation offices in cities including San Diego, Central Islip, St. Louis, New York City, Charlotte, Jacksonville, Miami, San Antonio, Seattle, Indianapolis, Chicago, Taunton, Albuquerque, Buffalo, San Juan, Alexandria, and Brooklyn - Central contracting office at ONE COLUMBUS CIRCLE, NE, WASHINGTON, DC 20002

Description

This notice provides notice that the Judiciary intends to make a single award IDIQ from this solicitation. The period of performance for the IDIQ contract is for a seven-year ordering period with a three-year optional ordering period, and a six-month optional ordering period (under Clause 2-90C).

The contractor shall provide, to individual United States Probation and Pretrial Services Offices (USPPSO), located nationwide, automated analyzers, forensic use immunoassay reagents, controls, calibrators, all supplies and consumables necessary to operate the analyzers; maintenance of the analyzers; training; water systems; quality control, and a data management system with the capability to export results to all USPPSO laboratories, IN ACCORDANCE WITH THE RFP USCA26R0001  AND ALL ATTACHMENTS.  

Interested parties must be registered in SAM.GOV in order to be awarded a contract.  All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award.   

The Judiciary is not subject to the FAR or small business regulations for open market procurements and thus this will not be set aside for small business.
