THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR part 12, Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. Provisions and clauses in effect through Federal Acquisition Circular 2023-0004 are incorporated. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed full text at: www.acquisition.gov. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation shall be posted on both SAM and NECO.

The Naval Health Research Center (NHRC) Warfighter Performance Department (WFP) requires research support services on various applications, such as marker-less motion capture technologies, utilized in collecting and analyzing data to gain insight on musculoskeletal injuries (MSKIs). The contractor shall improve upon, and validate, the body tracking software to process commercial-off-the shelf COTS high-speed depth-sensing camera data, for capturing high fidelity gait and running kinematics at different speeds and communicate directly with a computer and a display screen for executing high-throughput computations of gait kinematics and presenting real-time biofeedback. The resulting Kinematic Assessment and Training (Kin-A-Track) method will be comprehensively tested for accuracy in deriving all kinematic outcomes of interest and presenting intuitive time-aligned biofeedback for real-time walking and running interventions. Iterative improvements in computer display and running/walking outcomes will occur remotely at the contractor site.

The NAVSUP Fleet Logistics Center (FLC) Norfolk intends to award a Firm-Fixed Price (FFP) contract on a sole-source basis to Altec, Inc. (Cage Code: 1B5H7). This requirement is considered a logical follow-on in which Altec developed the initial Kin-A-Track technology. The preliminary technology development of the non-contact 3D body tracking solutions was developed by Altec, in collaboration with NHRC. Currently, Altec is the sole contractor with requisite technical knowledge, qualifications, experience and proven capabilities to undertake this instant requirement. The associated NAICs code for this acquisition is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a size standard of 1,000. The PSC is AN42, Health Research and Development Services, Health Care - Other, Applied Research. The period of performance is anticipated to be 12-months beginning on 01 April 2026 through 31 March 2027.
