The USDA Agricultural Research Service (ARS) is seeking a contractor to provide an Occupational Medical Surveillance Program (OMSP) for its National Center for Agricultural Utilization Research (NCAUR) in Peoria, IL. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), National Center for Agricultural Utilization Research (NCAUR), Acquisition and Property Division - Scope of Services: - Comprehensive occupational medical surveillance for 40 to 120 employees annually - Services include: - Baseline and return physical exams - General laboratory tests (blood chemistry, hematology, urinalysis) - Pulmonary function tests (spirometry) - Respirator fit testing and medical certification - Audiometric (hearing) exams - Chest X-rays (including B reader for asbestos exposure) - EKGs - Cholinesterase and cancer screening tests - Medical record management - All services must be performed by licensed physicians board-certified in Occupational or Internal Medicine - Testing primarily at contractor's facility within 15 miles of NCAUR; limited onsite testing possible - Contract Structure & Requirements: - Indefinite Delivery Indefinite Quantity (IDIQ) contract - 12-month base period with one 12-month option year (up to 24 months total) - Minimum 40 and maximum 120 participants per period - Monthly invoicing in arrears via the Department of Treasury's Invoice Processing Platform - Compliance with federal regulations, including anti-discrimination and DEI requirements - Products/Services Requested: - No specific OEMs or commercial vendors are named; all services are professional medical services - No laboratory chemicals or hazardous materials are being procured under this contract (SDS attachments are for reference only) - Place of Performance & Delivery: - National Center for Agricultural Utilization Research (NCAUR), 1815 N University Street, Peoria, IL 61604 - Contractor's facility (within 15 miles of NCAUR) for most testing - Contracting and administrative offices at USDA ARS, 5601 Sunnyside Avenue, Beltsville, MD - Unique Requirements: - Board-certified physicians required - All medical surveillance must comply with OSHA and other federal standards - Contractor must manage and maintain confidential medical records - Some tests (e.g., chest X-ray with B reader) are specifically required for certain exposures
