The U.S. Army Directorate of Simulation at Fort Novosel, Alabama, is seeking a contractor to provide comprehensive security systems services for its simulation facilities. - Government Buyer: - U.S. Army, Directorate of Simulation, Fort Novosel (formerly Fort Rucker), Alabama - Mission Installation Contracting Command (MICC) at Fort Rucker - OEMs and Vendors: - Lenel (as the required system compatibility for Video Surveillance and Access Control) - Products and Services Requested: - Installation, maintenance, and upgrade of a Lenel-compatible Video Surveillance System (VSS) and Security Access Control/Badging and Monitoring System (SAC/BMS) across two facilities - Equipment includes cameras, video recording devices, computers with monitoring software, output devices, servers, switches, fibers, connections, and software licenses - System must support 60 days of video storage, multi-point cameras with pan/zoom, and integration with Fort Novosel Network Enterprise - Up to 10 software licenses (including renewals for new equipment) - Panic button system upgrade (max 100 buttons, replacing old/unusable units) - Installation of 1 duress alarm keypad - Five free-of-charge camera relocations per year - Non-personnel security systems services under NAICS 561621 - Installation, monthly maintenance, software updates, system assessments, training, emergency response (5-hour requirement), and warranty services - On-site technician support (one full 8-hour day per month) - 24/7 technical support - Unique or Notable Requirements: - All systems must be Lenel-compatible - Contractor personnel must have security clearances and comply with Army security policies - System must provide 24/7 security and rapid emergency response - Contractor is responsible for all service provider personnel; government will not supervise contractor staff - 100% Small Business Set Aside; contract awarded on Lowest Price Technically Acceptable basis - Facilities: - Services and installations at Bldg 5440 and Bldg 5101, Directorate of Simulation, Fort Novosel - Facilities house over $500 million in simulation and network equipment
Description
(DOS) is an Army organization sited on Fort Novosel, Alabama. DOS plans, coordinates, implements, and manages live, virtual, constructive, gaming (LVCG), and Mission Command (MC) efforts that support Institutional Initial Military Training (IMT), Professional Military Education (PME), and select external training readiness requirements. DOS executes its critical training support mission from two separate facilities (Bldg 5440 and Bldg 5101) which together house in excess of $500 Million worth of simulation and simulator equipment as well as associated network and communication architectures. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract Service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel. Period of Performance is from 22 May 2026 to 21 May 2031 plus four (4) options.
