Description

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under a Basic Ordering Agreement, with Rockwell Collins, Inc., 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide the Flight Management Function Application (FMF App) Software in a configuration compatible for integration into the T-45 Mission Computer Alternative (MCA) which will resolve the existing deficiencies within the FMF App; with known solutions resident within the Contractor’s commercial line.  The FMF App will be integrated into the T-45 MCA (Mission Computer Alternative), to pass positional data inputs to the FMF App, communicate navigational data outputs from the FMF App to the primary flight display vehicle interface and perform structural coverage analysis. 

This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.  Rockwell Collins, Inc. is the original developer of the AMS and retains all data rights; making them the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support this system.

THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins, Inc.  No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal, or quotation, to be considered by the agency.
