The Defense Logistics Agency (DLA) Troop Support Construction & Equipment Directorate is seeking industry input regarding ISO shipping containers under Federal Supply Code (FSC) 8150 to assess compliance with updated Buy American Act (BAA) and Balance of Payments Program regulations. - Government Buyer: - Department of Defense, Defense Logistics Agency (DLA) Troop Support Construction & Equipment Directorate - Products/Services Requested: - Multiple types of ISO shipping containers, including: - 20-foot containers (various door and side configurations) - 40-foot containers - Quadcon, Tricon, Quadcon II, Tricon II, Bicon, and Tricon V containers (in green and tan) - Specific National Stock Numbers (NSNs) and part numbers provided for each container type - OEMs and Vendors: - No specific OEMs or vendors are named; the RFI seeks information from all capable manufacturers, especially those using U.S. or qualifying country steel suppliers - Unique/Notable Requirements: - Containers must comply with the revised DFARS 252.225-7001 Buy American Act regulations, effective February 2024 - Focus on domestic end product capability and supply chain transparency for steel sourcing - Industry feedback is requested to determine market capability and compliance - No purchase quantities or contract values are specified; this is a market research RFI, not a solicitation for proposals

The Department of War (DOW) Defense Logistics Agency – Troop Support’s Construction & Equipment Directorate is seeking information from industry to assist in determining compliance of containers in the 8150 Federal Supply Code (FSC) with the updated regulations at DFARS 252.225-7001 Buy American and Balance of Payments Program (BAA), published on November 25, 2024.

The updated clause in its entirety is available to view via Class Deviation 2026-O0041 - Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 25, Defense FAR Supplement (DFARS) Part 225, Attachment 1. A copy of DFARS 252.225-7001 (FEB 2024) is included at the bottom of this questionnaire.
