Elevator Maintenance, Inspection, and Testing Services for USACE Miami River Area Facilities

The U.S. Army Corps of Engineers (USACE) Louisville District is seeking qualified contractors to provide elevator maintenance, inspection, and testing services at four federal water resource facilities in Ohio and Indiana. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Louisville District (Department of Defense, Department of the Army) - Key contacts include Maxwell Williams (Contracting Division) and Brian Wilson (Facilities Operation Specialist, Miami River Area) - Locations Covered: - Caesar Creek Lake (Waynesville, OH) - William H. Harsha Lake (Batavia, OH) - C.J. Brown Dam and Reservoir (Springfield, OH) - Brookville Lake (Brookville, IN) - Services Requested: - Routine elevator maintenance (lubrication, inspection per manufacturer and ANSI A17.1, A17.2, A17.3) - Annual (no-load) safety tests and 5-year (full-load) safety tests, including completion of state-specific safety test forms for Ohio and Indiana - Troubleshooting, repairs, and new work (as needed, with hourly rates for unscheduled maintenance) - All work must comply with the latest ANSI/NETA Maintenance Testing Standard (MTS) - Contract Structure: - Base year plus four one-year option periods (potential five-year duration) - Each location has separate line items for each service and year - Each task order/call has a 60-day performance window - Notable Requirements: - Contractors must be licensed, have at least 3 years of experience, and comply with all ANSI and state safety standards - Price Breakout Schedule required with quote - Site visits are encouraged prior to bidding - OEMs and Vendors: - No specific elevator OEMs or brands are named; open to qualified service providers - Quantities: - One elevator per site; services repeated annually and at 5-year intervals as specified - Estimated Value: - Each call not to exceed $99,999; total contract value likely in the low- to mid-six figures over five years

Description

The basis of award for this BPA is lowest price. Future calls will be completed amongst this BPA. It will be awarded to one contractor and will be awarded the lowest offer. Please review the scope of work, specifications, and provide a quote for the requested items. Offerors are instructed to provide quote pricing inclusive of any applicable discounts. The offeror must complete the Price Breakout Schedule contained herein. The successful offeror will be determined the lowest price evaluated priced (base and all options). A single Blanket Purchase Agreement will be awarded from this RFQ.USACE projects requiring elevator maintenance, inspection, and testing include Caesar Creek Lake located at 4020 N. Clarksville Rd, Waynesville Ohio 45068. William H. Harsha Lake located at 2185 Slade Rd., Batavia Ohio, 45103. Clearance J. Brown Dam and Reservoir located at 2630 Croft Rd., Springfield Ohio 45503. Brookville Lake located at 10064 Overlook Rd., Brookville Indiana 47012. The contractor shall provide and complete selected services for one elevator installed at the intake tower at each location. Efforts/scope includes performing routine maintenance, Annual (No-Load) Safety Test, 5-year (Full Load) Safety Tests, and repairs in accordance with most recent version of ANSI/NETA Maintenance Testing Standard (MTS). Project Elevators differ from site to site. The project reserves the right to choose from which services required.
