The U.S. Coast Guard is seeking a small business contractor to replace gutter systems and paint the exterior of the main building at USCG Station Oregon Inlet in Nags Head, North Carolina. - Government Buyer: - U.S. Coast Guard, Regional Support Team (RST-05) Portsmouth Base Elizabeth City - Contracting office: 70Z081 Regional Support Team (RST-05) - Project Scope: - Replace approximately 450 linear feet of 6" K-style seamless aluminum gutters (fabricated on-site, white finish, hidden hangers, custom splash guards) - Install approximately 420 linear feet of 3"x4" white aluminum downspouts at 19 locations - Paint approximately 1,070 linear feet of fascia, 1,150 sq ft of soffit, 3,020 linear feet of window/door/corner trim (all white), and 7,560 sq ft of siding (blue) - Includes exterior washing, removal of old gutters/downspouts, substrate repair (as needed), siding/trim repair (as needed), and site cleanup - Unique Requirements: - Mandatory site visit for field verification of quantities - All visitors must present a valid Real ID or Passport, with full name, date of birth, and last four digits of SSN - Contractor must provide all labor, supervision, equipment, and materials - Project must be completed within 60 working days (84 calendar days) after notice to proceed - OEMs and Vendors: - No specific OEMs, brands, or part numbers are specified; standard commercial aluminum gutter and paint products are acceptable - Set-Aside: - 100% Small Business set-aside under NAICS 236220 (Commercial and Institutional Building Construction) - Place of Performance: - USCG Station Oregon Inlet, 8700 Coast Guard Street, Nags Head, NC 27959

Contractor shall provide all labor, supervision, equipment, and material necessary to replace gutter systems and paint the exterior of the main building at USCG Station Oregon Inlet. See attached Statement of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 236220 and size standard of $45.0M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time (ET) on APR 23, 2026 via email to frank.m.powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON ET APR 16, 2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on APR 14, 2026 at 1000 ET at USCG Station Oregon Inlet, 8700 Coast Guard St, Nags Head, NC 27959.
