The Department of Veterans Affairs VISN1 VA New England Healthcare System is seeking comprehensive laboratory and phlebotomy services for its medical centers and outpatient clinics across New England. - Government Buyer: - Department of Veterans Affairs, VISN1 VA New England Healthcare System - Contracting office: VAMC Manchester - Services Requested: - Primary Reference Laboratory Testing Services (including CPT codes 80000-90000 and new tests) - Specimen collection (phlebotomy) at vendor-owned facilities within 5 miles of VA clinics - Courier services for specimen transportation between VA clinics and contracted laboratories - Consultative services related to laboratory testing - Telepathology capabilities - Laboratory Information System (LIS) interface services (HL7 messaging) - 24/7 customer service support - Continuing education and training for VA staff - Unique/Notable Requirements: - Contractor laboratories must be fully accredited (CLIA, CAP/TJC) - Compliance with HIPAA and VA security standards - Specimen tracking via barcode technology and temperature monitoring - Uniform methodology and reporting across all VISN1 sites - Vendor-owned specimen collection facilities must be located within 5 miles of VA clinics - Yearly delivery orders under a 5-year IDIQ contract, with a transition period not exceeding 90 days - Place of Performance: - Multiple VA medical centers and clinics across CT, MA, ME, NH, RI, and VT, including VAMC Manchester, West Roxbury, West Haven, Togus VAMC, Bedford VAMC, Providence VAMC, Boston VAMC, Northampton VAMC, White River Junction VAMC, and numerous VA outpatient clinics - No specific OEMs or commercial laboratory vendors are named; all technical and service requirements are detailed in the attachments.

This Pre-Solicitation Notice is for informational and planning purposes only and is NOT a request for proposal. This notice is for an upcoming requirement the Department of Veteran Affairs has for Veterans Integrated Service Network (VISN1). The Services to be provided are: Primary Reference Laboratory Testing Services, Courier Services and phlobotomy Services for multiple VISN 1 Community Based Outpatient Clinics (CBOCS).

In order to be eligible for a future award, the prospective offerer must have a current and active registration in SAM.gov and not show any Active Exclusions and not have any Debt Subject to Offset. The offeror must be found responsible in accordance with FAR 9.1 – Responsibility of Prospective Contractor. Any responsible firms believing they can provide this requirement should, within 15 days of this notice, contact in writing the Contract Specialist identified and submit a capability statement describing their firm’s capability to meet the Government’s requirement, which will be reviewed for consideration.

This notice does not constitute a Request for Proposals and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary.
