Description
This Pre-Solicitation Notice is for informational and planning purposes only and is NOT a request for proposal. This notice is for an upcoming requirement the Department of Veteran Affairs has for Veterans Integrated Service Network (VISN1). The Services to be provided are: Primary Reference Laboratory Testing Services, Courier Services and phlobotomy Services for multiple VISN 1 Community Based Outpatient Clinics (CBOCS).

In order to be eligible for a future award, the prospective offerer must have a current and active registration in SAM.gov and not show any Active Exclusions and not have any Debt Subject to Offset. The offeror must be found responsible in accordance with FAR 9.1 – Responsibility of Prospective Contractor. Any responsible firms believing they can provide this requirement should, within 15 days of this notice, contact in writing the Contract Specialist identified and submit a capability statement describing their firm’s capability to meet the Government’s requirement, which will be reviewed for consideration.
This notice does not constitute a Request for Proposals and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary.
