NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
This announcement constitutes the only notice that will be published.
The Federal Bureau of Investigation (FBI) intends to award a one-year, sole-source, firm-fixed-price, contract to TECAN U.S., Inc., (CAGE Code 1GUA3), 9401 Globe Center Drive, Suite 140, Morrisville, North Carolina, 27560., for the purchase of brand name only TECAN parts. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
The applicable North American Industrial Classification System (NAICS) code is 811210 - Other Electronic and Precision Equipment Repair and Maintenance; and the Product Service Code is 6640 - Laboratory Equipment and Supplies.
The Laboratory Division (LD), Biometrics Analysis Section (BAS), Federal DNA Database Unit (FDDU) utilize Tecan Robotic Workstations throughout the DNA analytical process. This equipment is manufactured by TECAN, and they are the only vendor that can perform preventative maintenance, repair, and upgrade services on the TECAN Robotic Workstation. Validation was performed and the TECAN automated workstation provided best suited for the DNA automated processes used by the FBI. This comprehensive evaluation resulted in the recommendation to use TECAN Robotic Workstations for DNA analysis. These workstations have been identified as a critical need, therefore requiring subsequent upgrades when needed.
The FBI intends to award a contract to receive necessary parts to upgrade their robotic workstations. The required TECAN parts are as follows:

Interested parties are responsible for monitoring this site for updates regarding this acquisition. A written justification for this sole-source determination is available upon request.
Parties who believe they can meet this requirement may submit a capability statement by email only, to Contracting Officer Adelle Bolton at albolton@fbi.gov no later than April 03, 2026, at 5:00 PM ET. No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
Information received will be considered solely to determine whether a competitive procurement should be conducted. The Government retains full discretion regarding this decision. No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
