NOAA's Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division (MMTD) is seeking DNA genotyping services for Atlantic green and loggerhead turtles to support conservation and management objectives under the Endangered Species Act and Magnuson-Stevens Act. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - National Marine Fisheries Service (NMFS) - Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division (MMTD) - OEMs and Vendors: - University of Georgia (sole source provider for genotyping services) - Services Requested: - DNA extraction and quality control/assessment for up to 740 turtle samples - Sequencing of standard mitochondrial DNA (mtDNA) control region fragment (~850 bp) - Sequencing of green turtle-specific mitogenomic (mtDNA SNP) markers - Genotyping loggerhead turtle samples with a custom microsatellite (nDNA) array (16 loci) - Genotyping green turtle samples with a custom microsatellite (nDNA) array (13 loci) - Delivery of sequence and genotype data (FASTQ files and allele calls) - Mandatory Sexual Assault and Sexual Harassment Training (SASH) for contractor employees - Unique/Notable Requirements: - Sole source procurement to the University of Georgia - Processing of up to 740 turtle samples - Services directly support the NMFS Stock Assessment Improvement Plan (SAIP) and address a backlog of samples - Deliverables include high-resolution genetic stock identification data for protected marine turtle species - Period of Performance: - One base year with four option years (total of five years) - Place of Performance: - Work performed off-site by the contractor; deliverables provided to SWFSC in California - Contracting office located in Seattle, WA

PRESOLICITATION NOTICE

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to the University of Georgia for the purchase of DNA Genotyping services to produce high-resolution Genetic Stock Identification (GSI) of Atlantic green and loggerhead turtles. This contract is expected to have a period of performance of one (1) base year and four (4) option years, with a total period of performance of 2026 - 2031. The purpose of this service is to generate data for a backlog of samples at NOAA’s Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division (MMTD) in order to achieve current science and management objectives identified under the NMFS protected species Sock Assessment Improvement Plan (SAIP). No set aside is to be used for this sole source requirement. The associated NAICS code is 541380.

This presolicitation notice is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government. 

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
