Description

Provide confidential assessment, counseling and referral services, supervisory training and mental health education for the approximately 1200 employees of the U.S. Army Corps of Engineers, New Orleans District (MVN). This is a combined synopsis/solicitation for a commercial service procurement prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation Number W912P8-26-Q-A011 is being issued as a 100% Small Business Set-Aside only procurement under a Request for Quote (RFQ). It is being procured as Firm-Fixed Price under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures. The designated NAICS code is 624190 – Other Individual and Family Services, Size Standard $16,000,000.00. The PSC code for this requirement is G004 – Social - Social Rehabilitation. The basis of award will be Lowest Priced Offeror(s). Additionally, Offerors must quote on all items to be eligible for award. The Government will award one (1) contract resulting from this solicitation to the responsible Offeror(s) whose Offer conforms to ALL requirements of the solicitation.  

General Instructions to Offerors: All Offerors MUST be registered in SAM.gov as a Small Business under NAICS code 624190 to be considered for award. NOTE: (FAR 52.204-7) In accordance with FAR 4.1102, states prospective offerors shall be registered in the Department of Defense "System for Award Management" (SAM) database at the time of submission of its offer. If your company is not registered in SAM you may do so by going to: http://www.sam.gov. You may be required to provide your company's unique entity identifier (UEI) issued by the GSA. If you do not have a UEI, one can be obtained by calling (866) 606-8220 or by going to: http://www.sam.gov.

IAW 5.203, Publicizing and Response time. The Contracting Officer should consider the circumstances of the individual acquisition, such as complexity, availability, and urgency, when establishing the solicitation response time. Quotes are to be received via e-mail no later than 11:00 AM (local time) on 15 April 2026. (Your E-mail submission must be checked and determined to be "virus-free" prior to submission). The Government requires your quote remain valid for 60 calendar days from date of submission. Any questions regarding this synopsis/solicitation, shall be submitted by e-mail to the Contract Specialist, Evan Woitha at Evan.G.Woitha@usace.army.mil no later than 11:00 AM (local time) on 08 April 2026.

Offerors are informed that the Government does not intend to conduct discussions as part of the evaluation process unless the Government determines it is in the best interests of the Government to do so. Therefore, Offerors should provide all the information required and requested by the solicitation at the time of its initial proposal submission.
