Procurement of Narcotic Detector Canines and K-9 Equipment for El Salvador Civilian National Police

This opportunity seeks vendors to provide single purpose green narcotic detector canines and associated K-9 equipment for the El Salvador Civilian National Police (PNC) K-9 Program, managed by the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL).

Products and Quantities Requested:
- 10 single purpose green narcotic detector canines
- Breeds: Belgian Malinois or German Shepherd
- Age: 12-24 months; Weight: 45-90 lbs
- Must pass strict health and behavioral criteria
- 10 canine transport crates (extra-large, with automatic water dispenser and absorbent floor)
- 10 veterinarian health checks and documentation packages (including medical exams, vaccination records, x-rays, health certificates, microchip ID)
- 10 canine equipment packages (military spec security collars, leather leashes, Baskerville muzzles, stainless steel food bowls, ID tags, flea collars/dips, blankets, beds, toys, brushes/combs, automatic water dispensers, out sticks)
Unique or Notable Requirements:
- Selection testing from a minimum pool of 40 canines
- Delivery to El Salvador International Airport
- 12-month warranty with replacement obligations for canines
- Veterinary health certificates and all required documentation
- Strict breed, age, weight, and health requirements
OEMs and Vendors:
- No specific OEMs or brands are named; open to qualified suppliers of canines and K-9 equipment
Period of Performance:
- Canines available for selection testing within 30 days of award
- Contractor retains canines up to 60 days post-award
- 12-month warranty period

Description

The U.S. Department of State is conducting market research through this Sources Sought / Request for Information (RFI) to identify vendors capable of providing SINGLE PURPOSE GREEN CANINES AND K‑9 EQUIPMENT in support of the El Salvador Civilian National Police (PNC) K‑9 Program. This notice is issued in accordance with FAR 15.201(e) for information and planning purposes only and does not constitute a solicitation, offer, or commitment by the Government.

Interested vendors should review the full Sources Sought/RFI notice and the attached draft Statement of Work (SOW) for detailed requirements, response instructions, and requested information on capabilities, past performance, NAICS/socioeconomic status, suggested CLIN structure, and notional pricing ranges. Responses are due by Tuesday, April 7, 2026, 5:00 PM EST, via email to WeselyCJ@state.gov with the subject line: “RFI – SINGLE PURPOSE GREEN CANINES AND K‑9 EQUIPMENT.”

The Government will use responses to assess industry capability and to refine the requirement and acquisition strategy. No reimbursement will be made for any costs incurred in responding to this notice.
