The U.S. Embassy Tokyo, under the Department of State, is seeking bathroom restoration services for its Mitsui Housing Compound through an IDIQ contract. - Government Buyer: - U.S. Department of State, U.S. Embassy Tokyo, Procurement/Contracting Office - OEMs and Vendors: - American Standard (bathtubs) - Kohler (drain sets) - Products/Services Requested: - Comprehensive bathroom, powder room, and laundry room restoration services, including: - Pipe repair and valve replacement - Installation of new bathtubs (American Standard PRINCETON Model 2392/2393) - Installation of Kohler K-11660-CP drain sets - Installation of lavatory cabinets, countertops (Type 1 and Type 2), wall panels, floor tiles, and accessories - Full wall/ceiling board and insulation replacement in renovated bathrooms - Refinishing services with and without pipe repair - Full vent pipe replacement for Mitsui Townhouses - Estimated quantities per year (examples): - Up to 20 bathtub replacements (Government Furnished Property) - Multiple refinishing and pipe repair tasks across various bathroom types - Unique or Notable Requirements: - Government Furnished Property: American Standard bathtubs and Kohler drain sets provided for installation - Task orders specify work locations and completion times (12–24 days per task) - One-year base period with four one-year option periods (up to five years total) - Minimum annual contract value: $10,000; maximum: $345,000 - One-year warranty after final acceptance - Vendors must be registered in SAM and submit quotations electronically - Place of Performance: - Mitsui Housing Compound, Tokyo, Japan

Enclosed is a Request for Quotations (RFQ) for Bathroom Restoration Services. If you would like to submit quotation, follow the instructions in Section L of the RFQ, complete the required portions of the attached document, and submit it to the email address shown on the Standard Form (SF) 1442 that follows this letter.

The U.S. Government intends to award an indefinite-delivery, indefinite-quantity (IDIQ) type contract to the responsible company submitting an acceptable quote at the lowest price. The U.S. Embassy Tokyo intends to award the contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quoters shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to contract award. Therefore, quoters are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Your quotation must be submitted electronically to Miyuki Mita via email to MitaMX@state.gov.  The e-mail size must not exceed 15MB.  If the e-mail size should exceed the 15MB, the submission must be made in separate e-mails less than 15MB each.  After submission of quotation, quoters shall contact Miyuki Mita by phone (Office: 03-3224-5755 or Mobile: 090-1110-9320) or email to confirm the receipt of quotation.
