This opportunity seeks contractor support for Air Advisor Academic Support Services at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, to enhance the U.S. Air Force Expeditionary Center's training mission. - Government Buyer: - U.S. Air Force, 87th Contracting Squadron (87 CONS PK), Expeditionary Center, and Expeditionary Operations School - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the requirement is for professional services, not products - Products/Services Requested: - Provision of on-site academic instructors, registrar management, and training support for Air Advisor courses - Air Advisor Initial Qualification Course (approx. 15 classes/year, up to 60 students/class) - Air Advisor Mission Commander/Team Sergeant (MC/TS) Qualification Course (4 classes/year, up to 20 students/class) - Air Advisor Senior Leader Orientation Course (4 classes/year, up to 12 students/class) - Curriculum development, instruction, and mobile training team deployments - Role players (360 annually), contract/site managers, and scenario developers - Registrar management and support for approximately 1,500 students annually - Travel and other direct costs (capped at $50,000 each per base year) - Phase-in/mobilization support - Unique or Notable Requirements: - Contractor personnel must have relevant military advisory experience and security clearances - Services include ethnic meal provisions and travel as needed - Firm fixed price contract with a base year plus four one-year options, and a possible six-month extension - Set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) - Past performance is weighted more heavily than price in evaluations - Mission Essential Plan required to ensure uninterrupted service - Place of Performance: - All services performed at Joint Base McGuire-Dix-Lakehurst (JB MDL), including Fort Dix, NJ

The 87th Contracting Squadron has a requirement for Air Advisory Academic Services on behalf of the Expeditionary Center (EC). The contractor shall furnish on-site academic instructors, registrar management, and training support services to enhance the EC’s education and training mission across multiple AAA courses, including the Air Advisor Initial Qualification Course, Air Advisor Senior Leader Course, and the Air Advisor Mission Commander/Team Sergeant Qualification Course. These courses vary in length and intensity depending on student rank and prior experience, and are designed to prepare personnel to engage effectively with partner nation counterparts in support of Combatant Commands (CCMDs) and other mission areas focused on security cooperation, assistance, and force enhancement. Instruction will cover topics such as foreign internal defense (FID), counterinsurgency (COIN), irregular warfare (IW), and building partnership capacity. Delivery periods for individual task orders will be responsive to evolving real-world demands and operational schedules.
