Description
653-23-100 Remove and Replace Underground Fuel Tank This is a pre-solicitation notice synopsizing an upcoming competitive solicitation for a planned construction requirement. An invitation for Request for Proposals (RFP) is anticipated to be posted on or about 15 April 2026. The VA Medical Center located in Roseburg, OR, has a requirement for a Firmed Fixed Price construction project to remove underground fuel tanks and replace them with above ground fuel tanks. The magnitude of this project is between $1,000,000 and $5,000,000. The NAICS code for this procurement is 237120 and the size standard is $45 million. This solicitation is being completed as a request for proposals (RFP) under FAR Part 15 procedures and in accordance with the updated Revolutionary FAR Overhaul. The Department of Veterans Affairs Veterans Health Administration (VHA) Network Contracting Office 20 (NCO 20) anticipates making one (1) firm-fixed-price construction award based on a best value determination as a result of this solicitation. A payment bond, performance bond, and bid guarantee will be required; the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. The solicitation will contain the Statement of Work (SOW), specifications, and drawings. A brief description of the work is as follows:
The project is located at the fuel farm and additional locations on the Roseburg VAMC campus. It includes the demolition of underground fuel tanks and construction of a new, above ground fuel farm. All work shall meet the SOW, drawings, and specifications as well as any applicable manufacturer s recommended installation procedures.
BUILDING 2 - Remove and decommission 1,000-gal fuel tank - Replace with 1,000-gal above ground fuel tank with: 1) New concrete slab/foundation (8 thick) 2) New fence with privacy screening (similar to Building 3 HVAC fencing) 3) 50 mph concrete filled crash bollards
BUILDING 7 - Move existing 12,000-gal fuel tank to fuel farm to be used as fuel oil for boilers - Purchase and install new 2,500-gal above ground fuel tank for Building 7 generator
FUEL FARM - Remove and decommission underground storage tanks: 1) 2,500-gal diesel 2) 1,000-gal gasoline 3) Two (2) 15,000-gal fuel oil (diesel) - Move 12,000-gal tank from Building 7 to fuel farm for boilers - Add new 20,000-gal tank for fuel oil for boilers - Add new 2,500-gal gasoline tank
