Description
THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID.
The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability for the fabrication and delivery of a replacement Miter Gate for the Poe Lock located at the Soo Locks Complex, located in Sault Ste. Marie, MI.
The project work includes, but is not limited to: providing all materials, labor, equipment, facilities, supervision, transportation, and administration as necessary to fabricate and deliver the miter gate to the delivery site in Sault Ste. Marie, MI. The miter gate consists of (2) fabricated gate leafs and miscellaneous components for each leaf. Each gate leaf is to be delivered in one piece with miscellaneous items to be shipped loose and will be delivered with the gate leafs. Delivery will require barge transport to the Soo Locks Complex. The miter gate will be off-loaded by the Government using Government supplied cranes. Installation of the miter gate will be performed separately by others.
The gate leafs will be primarily of welded structural steel construction using various thicknesses of structural steel plates and will include some structural steel shapes. Fabrication of miscellaneous gate components may include forgings, castings, bushings, stainless steel, aluminum grating and handrail, rubber seals, and other structural steel material with the gate leafs painted using the USACE vinyl paint system.

The Government intends to solicit this opportunity as an Invitation for Bid (IFB) with Definitive Responsibility Criteria and intends to issue the IFB under full and open competition. The Government intends to award to the contractor who submits the lowest priced bid that is determined to be responsible and responsive.

In order for interested contractors to conduct business with the Federal Government, contractors must be registered in PIEE prior to the proposal due date and in SAM.gov prior to any award. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this Pre-Solicitation Notice or the upcoming solicitation.
