Morgan State University is seeking proposals to implement a comprehensive Human Resources Management System (HRMS) to modernize its HR capabilities. The system should support a wide range of HR functions including recruitment, onboarding, performance and compensation management, learning management, employee relations case management, workforce planning, document management, compliance reporting, and self-service functionalities for employees and managers. Approximately 25 HR team members will have elevated access, and the system will serve about 2400 employees as end users. A pre-bid conference is scheduled for March 31, 2026.
