The USDA Forest Service is seeking contractors for large-scale hand tree planting and related services in the Bonners Ferry and Sandpoint Ranger Districts of the Idaho Panhandle National Forests for the 2026 spring and fall planting seasons. - Opportunity is issued under the Land Management Integrated Resources (LMIR) Blanket Purchase Agreement (BPA); only contractors with an existing LMIR BPA covering these districts are eligible. - Scope includes: - Hand tree planting on disturbed lands, covering an estimated 2,311 acres across multiple units. - Optional site preparation services for select areas. - Tree transport, care, handling, shading treatments, and animal damage control. - Planting of various species and stock types (bareroot and container-grown seedlings). - Detailed planting activities are specified by part numbers and acreage for each subunit. - Quality control requirements include bilingual supervisors and compliance with strict planting specifications; minimum 93% planting quality required for full payment. - Performance period is April 13, 2026 to October 31, 2026, covering both spring and fall planting windows. - Delivery and performance locations are federal facilities: Bonners Ferry Ranger District, Sandpoint Ranger District, and other offices within the Idaho Panhandle National Forests. - No specific OEMs or commercial vendors are named; this is a service contract for labor and related activities. - Estimated contract value likely ranges from $500,000 to $2,000,000, based on acreage and scope. - Only contractors with an existing LMIR BPA for these services and locations may respond. - Attachments provide detailed Statement of Work, Schedule of Items, and Wage Determination.

This notice is for a BPA Call Order to be issued against an existing Land ManagementIntegrated Resources (LMIR) BlanketPurchase Agreement (BPA). To respond to this solicitation, contractors must have an existing LMIR BPA that includes Tree Planting Services within Bonners Ferry & Sandpoint Ranger Districts on the Idaho Panhandle National Forest. NOTE: Original documents pertaining to the LMIR Blanket Purchase Agreement can be found in the attachments located at https://sam.gov/opp/1e1dbb485706486c9aba63fab67f33e2/view under “Attachments/Links.” There is an open and continuous BPA with a ceiling amount of $50M per contractor that allows USDA Forest Service to accept new responses for the life of the BPA (LMIR BPA on SAM.gov). The LMIR BPA has a continuous pre-solicitation sharing that allows contractors to join the BPA at any point in time while the BPA is active.
