ATF is seeking to establish a Blanket Purchase Agreement for twenty-two Foster & Freeman FFLEX superglue fuming chambers with UV contamination modules for its forensic laboratories. - Procurement Details: - Sole source BPA for twenty-two (22) brand new superglue fuming chambers - Chambers must be certified to Foster & Freeman OEM specifications - Each unit includes shelving, carbon filters, digital controls, integrated filtration, UV-C decontamination, and meets occupational exposure standards - Part number specified: FFLEX - Delivery & Installation: - Delivery to three ATF forensic laboratory locations - Forensic Crime Gun Intelligence Laboratory, Wichita, KS - FSL-A, Atlanta, GA - FSL-W, Beltsville, MD - Initial training and installation by the manufacturer at Wichita, KS - Delivery required within approximately 30 days of contract receipt - Set aside for small businesses - No competing OEMs or products specified; Foster & Freeman is the sole source - Contracting office located in Washington, DC - Full technical requirements available in attached document - Estimated contract value likely in the $500,000–$1,000,000 range based on similar forensic equipment purchases

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to award a sole source firm-fixed price Blanket Purchase Agreement (BPA) for twenty-two (22) superglue fuming chamber with UV contamination that are brand new and to be certified to the manufacturer’s Original Equipment Manufacturer (OEM) specification. The authority used for the sole source is FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This announcement constitutes the only notification of the ATF’s intent to solicit on a sole source basis.  A formal combined synopsis/solicitation will not occur.  All solicitation communication will occur directly with the proposed contractor.

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 12—Acquisition of Commercial Products and Commercial Services.
