The USDA Forest Service, Bighorn National Forest, is seeking a contractor to provide comprehensive farrier services for its horse herd over a five-year period. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, Intermountain Region, Bighorn National Forest, Tongue Ranger District - Products/Services Requested: - Year-round farrier services for approximately 20 or more horses, including: - Hoof trimming (estimated 60 for BNF horses, 9 for Law Enforcement horses annually) - Shoeing (estimated 45 for BNF horses, 12 for Law Enforcement horses annually) - Service charges for travel to multiple ranger stations (Sheridan, Burgess, Hunter, Shell) - General hoof care, shoe replacement, and proper shoeing techniques - Record-keeping and adherence to commercial standards for workmanship and scheduling - Contractor must handle groups of 5-7 horses independently, without Forest Service staff assistance - Unique/Notable Requirements: - Contractor must provide all labor, management, transportation, materials, equipment, and supplies - Year-round availability, with trimming typically in late fall/winter and shoeing in late spring through fall - Services required at multiple federal facilities: Sheridan Work Center and several ranger stations - Small business set-aside under NAICS 115210 - Technical proposals must detail personnel experience and past performance - Compliance with federal anti-discrimination and DEI policies is mandatory - No specific OEMs or commercial vendors are named in the solicitation.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Offers are being requested, a separate written solicitation will not be issued. 

Solicitation number 1240LP26Q0037 is issued as a Request for Quotation (RFQ) for for Farrier Services for the Big Horn National Forest.  The project objective is to contract farrier work for the Bighorn National Forest (BNF) horse herd of approximately 20 or more horses and may be required to handle groups of 5-7 horses without help from FS staff.  The contractor is required to provide farrier services as needed at the ranger stations across the Forest during summer months and at the Sheridan Work Center during the rest of the year. Workmanship guarantees and minimum days to schedule are in line with commercial practices

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 115210  The small business size standard is $11 Million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
