This procurement opportunity supports U.S. Air Force training operations at Holloman Air Force Base, New Mexico, with a focus on sourcing construction materials and related services:

• Products and Quantities Requested

  • 2,500 tons of Base Course material (3/4", 143.6 PCF, +80 CBR), conforming to HAFB specifications and ASTM standards
  • Approximately 2,080–2,100 cubic yards of wet concrete mix (Type V Cement, 5,000-PSI or 650 psi ex strength, 3" slump, 6% AC)
  • 350 tons of P401 Hot Mix Asphalt (150.3 PCF-3/4")
  • 380 gallons of Asphalt Prime Coat Oil
  • 4 hours of Prime Coat Application labor (minimum charge)

• Unique or Notable Requirements

  • All materials must meet American Society of Testing and Materials (ASTM) standards; laboratory test reports are required for compliance
  • Coarse aggregate from multiple sources must be stockpiled separately
  • Government will conduct initial compliance testing upon delivery
  • Delivery must be coordinated with the 823 RHS Project Engineer, with at least 75% of base course delivered by a specified milestone
  • Deliveries are to occur Monday through Friday, 5AM to 3PM, and contractors must comply with military installation security and environmental requirements

  • No specific OEMs or vendors are named in the solicitation; open to qualified suppliers meeting technical specifications

• Place of Performance and Delivery

  • All materials and services are to be delivered to Holloman Air Force Base, NM, with specific delivery addresses provided for contracting and engineering offices

Base Course: 823 RHS requires 2500 tons of Base Course material (3/4", 143.6 PCF, +80 CBR) for training operations on Holloman AFB. Deliveries of material must be accompanied by copies of certified waybills and delivery tickets. Interested parties who submit a bid must also submit laboratory test reports proving that their proposed materials meet the American Society of Testing and Materials standards (ASTM). Proposed samples must conform with ASTM D75/D75M. Coarse aggregate that is supplied from more than one source must be stockpiled separately. The Government will perform initial tests upon receipt of the first delivery to ensure the proposed material meets all requirements specified in the Statement of Work. This testing will be completed for each source (or batch) if materials from more than one source are proposed. Desired delivery date is 11 May 2026.

Concrete: 823 RHS requires approximately 2100 Cubic Yards of wet concrete mix/Type V Cement/5,000-PSI rated. Desired delivery start date is 15 June 2026.

Asphalt & Prime Coat: 823 requires approximately 350 Tons of P401 Hot Mix Asphalt and approximately 380 Gallons of Asphalt Prime Coat Oil.

Desired delivery start date is 11 August 2026.
