The U.S. Coast Guard Surface Forces Logistics Center is seeking commercial repair services for the B side condenser of the #1 A/C skid on the USCGC Stone. - Government Buyer: - U.S. Coast Guard, Surface Forces Logistics Center, SFLC-LREPL Asset Manager - OEMs and Vendors: - Ketema (manufacturer of the condenser) - Products/Services Requested: - Repair service for Ketema MHX 1208A-2P/MHX 12096003 condenser (NSN 4130-01-549-7737) - Includes disassembly, cleaning, inspection, renewal of 84 tubes, leak testing, reassembly with new gaskets and zinc anodes, and application of preservation coating - All work must comply with Coast Guard standard specifications for vessel repairs, welding, and fire prevention - Contractor must supply all materials except for the government-furnished inoperable condenser - Unique/Notable Requirements: - The condenser is currently located at the USCG base in North Charleston, SC, and may be shipped to contractor facilities within 1000 miles - Contractors must be registered in the Joint Certification Program (JCP) to access certain references - Strict adherence to Coast Guard technical standards and welding requirements is required
Description
General Requirements
USCGC STONE is currently experiencing a failure of the B side condenser on the #1 A/C skid. The condenser failed causing saltwater intrusion through the entire B side of the system. The condenser provides vital redundancy to the cooling system for electronics support equipment critical to the operation of their mission.
1. SCOPE
1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors for Coast Guard vessels.

3. REQUIREMENTS
3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirement of this WI applies to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract.
3.2 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740.
3.3 Materials. The Contractor must obtain all the materials required to complete this job except for the Government-furnished Property shown in Paragraph 1.2 of Work Item 1, if any specified.
3.4 Period of Performance. The period of performance for this requirement starts on 31 MAR 2026 and ends on 13 APR 2026.
3.5 Location. Condenser is currently located at USCG base in North Charleston, SC. The contractor may perform the required work at their repair facilities, if the facility is within 1000 miles of the CG base. The CG will ship the condenser to the contractor’s facility. Contractor is responsible for returning condenser to the following address. USCGC STONE, 1050 Register St, North Charleston SC 29405.
3.6 Release of References. For any listed references to be distributed, the contractor must be registered in the Joint Certification Program (JCP) through Defense Logistics Agency (DLA) and provide your JCP number and expiration date to the listed point of contact (POC) for this work.
