1. Synopsis:
This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.
The Defense Health Agency (DHA) intends to award a sole source contract to RQI Partners to provide Neonatal Resuscitation Program (NRP) 9th Edition Advanced (1-11) Provider Curriculum, NRP 9th Edition Instructor Candidate Curriculum, NRP 9th Edition Instructor Renewal Curriculum, Learning Management System and Record Management, and Standards Compliance and Curriculum Maintenance.
2. Background;
This Individual Justification is submitted to award a sole source contract to RQI Partners to provide NRP subscription to support initial certification and recurring recertification of eligible healthcare personnel across the Military Health System.
NRP subscription is a required evidence-based training for healthcare personnel providing services to mothers and infants, including physicians, nurses, respiratory therapists, and other clinical staff assigned to labor and delivery, neonatal intensive care units, and newborn care settings within Military Medical Treatment Facilities (MTFs).
3. Description:
DHA seeks to award a sole source contract to RQI Partners to provide enterprise-level access to NRP subscription. The required solution must support:
• Initial NRP certification training
• Ongoing NRP recertification requirements
• Evidence-based curriculum aligned with current neonatal resuscitation guidelines
• Standardized training delivery across geographically dispersed MTFs
• Centralized tracking and documentation of certification status
4. NAICS Code:
The North American Industry Classification System Code (NAICS) for this requirement is 611430 with the size standard of $15M. The Federal Supply Code (FSC)/Product Service Code (PSC) procurement is U099.
This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services procedures.
5. Submission Instructions:
Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
