This opportunity involves a planned sole-source IDIQ contract for sustaining and enhancing the US Coast Guard's Biometrics at Sea System (BASS) 2.0. - Sole-source award to InCadence Strategic Solutions LLC - Scope includes: - Sustainment and enhancement services for 1,009 JavelinXL devices, Ares Gateway, and Ares software - Hardware repair for devices not serviceable by USCG technicians - Software enhancements for BASS 2.0 - Purchase of approximately 500 additional JavelinXL devices with Ares Gateway and software pre-installed - Replacement of about 1,509 cell phones interconnected with JavelinXL devices - InCadence is the OEM and sole authorized provider for JavelinXL, Ares Gateway, and Ares software in the U.S. - Interested parties must demonstrate capability to service proprietary InCadence systems and show relevant past performance - Five-year ordering period for the IDIQ contract - Primary locations: C5I Division 2 Kearneysville, WV (contracting office); Manassas, VA (place of performance)
Description
The Department of Homeland Security (DHS), United States Coast Guard (USCG), Acquisition Directorate (CG-C21), at the Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) intends to award on a sole-source basis, a contract to InCadence Strategic Solutions LLC, 10432 Balls Ford RD STE 240, Manassas, Virginia 20109-2516 for a five-year ordering period.
The USCG intends to procure services to sustain Biometrics at Sea System (BASS) 2.0 1,009 JavelinXL devices, Ares Gateway, and Ares software fielded within the USCG, to perform software enhancements as needed, and to repair hardware on devices that cannot be repaired by internal USCG technicians. In addition, the USCG intends to procure approximately 500 additional (JavelinXL) devices with the Ares Gateway and software (pre-installed on the devices) via the establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with the original equipment manufacturer, InCadence Strategic Solutions, LLC. Additionally,this action will also include the replacement of approximately 1,509 cell phones which are interconnected with the current fielded JavelinXL devices as they reach end of life. InCadence Strategic Solutions LLC is the proprietary owner and the only authorized distributor of the JavelinXL devices, Ares Gateway, and Ares software in the U.S. and is the only source that possesses the proprietary rights to this equipment and has the sole ability to service the devices and associated software.
Any response to this notice must provide proof that the vendor possesses the capability to perform services on InCadence Strategic Solutions LLC proprietary systems/equipment. The response must show clear and convincing evidence that competition for this requirement would be advantageous to the Government.

If no affirmative written response is received, it is anticipated that award will be made without further notice. The written response must include a general statement for services mentioned in this announcement and past performance information for similar work. A determination by the Government to compete this proposed contract will be based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Oral communications are not acceptable in response to this notice.
