The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), is seeking a contractor to provide bulk liquid nitrogen delivery and 1,500-gallon tank rental services to the Roman L. Hruska U.S. Meat Animal Research Center (USMARC) - Products/Services Requested: - Bulk liquid nitrogen delivery (estimated 10 deliveries per year, each ~1,000 gallons) - Rental of a 1,500-gallon liquid nitrogen storage tank - Delivery & Performance Requirements: - Deliveries must occur within 48 hours of request, or within 24 hours for emergencies - Initial phase-in: 50% of storage tanks filled within one week of award, remainder within two weeks - Liquid nitrogen supports critical genetic research and storage of valuable, unreproducible genetic material - Contract Structure & Set-Aside: - Firm-fixed price requirements contract - One-year base period with four one-year option periods (up to five years and six months total) - Set aside for small business concerns under NAICS code 325120 - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Unique/Notable Requirements: - Rapid delivery timelines (24-48 hours) - Support for critical research infrastructure and genetic material preservation

Contractor to provide liquid nitrogen on an as-needed basis within 48-hours of request to Clay Center, Nebraska. The 1500-gallon Nitrogen tank feeds a storage facility that contains valuable and unreproducible genetic material. Therefore, bulk liquid nitrogen for this tank must be delivered with 24-hours of request in emergency situations and 48 hours otherwise. The period of performance shall not exceed five (5) years and six (6) months if exercised.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0039 is issued as a Request for Quotation (RFQ) for Bulk Liquid Nitrogen.

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 325120  The small business size standard is 1,200 employees.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
