Description
The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Design/Build Contract in the third quarter of Fiscal Year 2026.
The offeror shall provide construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe.
The U.S. Consulate General Frankfurt has a requirement to obtain construction services for the renovation of the exterior envelope on the P-Wing located at the Consulate Compound.
The Contractor shall furnish all materials, equipment, and labor required to complete the work.
Existing roofs consist of the following:
Existing roof R1: Gravel-covered multi-ply built-up roof over concrete roof deck. Existing roof R2: Mortar set tile over concrete deck. Existing roof R3: Concrete paving slabs over multi ply built-up roof, insulation and concrete deck. Existing roof R4: Gravel-covered area over tarpaulin barrier fabric installed on pre-existing paver stones and soil.
The work includes but is not limited to: Develop detailed structural shop drawings showing engineering data and complete guardrail drawings, removal and disposal of existing roof system down to the existing concrete deck, adjusting height of existing internal roof drains to be at the level of the new roof system, Installation of two-ply modified bitumen roof membrane, Installation of handrail, waterproof the substructure outer wall and foundation, installation of perimeter basement insulation etc. Complete Statement of Work to be provided in the solicitation.
The estimated magnitude for the entire project is between $1,000,000.00 and $2,000,000.00 U.S. Dollars Note: the provided ranges is a relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated.
Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov no later than April 24, 2026 using the solicitation number 19GE5026R0040 in the subject line.

The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information. Only companies submitting a letter of interest and complete “Application for Solicitation Document” check list attached hereto may receive a copy of the solicitation package/documents when available.
The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected.
Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Germany.
A pre-proposal conference and site visit and shall be tentatively scheduled for April or May 2026, precise dates will be provided to interested offerors with the solicitation package.
