Description

The US Coast Guard Office of Procurement & Contracting Miami Detachment (LOG 931), on behalf of U.S. Coast Guard Aids to Navigation Team St. Petersburg, FL intends to award a sole source firm-fixed price construction award to Anderson Diving, dba Logan Diving & Salvage for Diving Services , removal and disposal of four damaged round Steel Piles – Seahorse Reef Light in Cedar Key, Fl..

The contractor shall furnish all personnel and equipment to cut and remove all piles from the Seahorse Reef Light.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of rapid mobilization abilities who can meet the CG need. Currently there are four steel hazards to navigation ATON pile’s that are an extreme hazard and could cause death or serious injury if hit.

The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Coast Guard Aids to Navigation Team St. Petersburg are familiar with this area and Government have concerns about the navigation safety for the boating public in the area of the steel piles, specifically night time navigation.

This is NOT a request for quotes or proposals.

Scope of services needed:

1) Provide mobilization of OSHA/ADCI 3-Man Dive Team.

2) Provide truck, Dive Boat, Dive Equipment, and trailer.

3) Provide lift bags, underwater burning equipment, and topside torch.

4) Provide truck and flatbed trailer to transport pile remnants.

5) Provide lodging and meals for 3 divers, estimated 3 days.

6) Attend site – Cut 4 round steel piles at the existing groundline – Recover pile stubs and transport them back to the boat ramp. Document lengths of piles removed.

7) Provide proper disposal of damaged piling remnants.

8) Demobilize crew and equipment.
