This procurement supports hands-on medical education for the General Medical Examination (GME) Residency Program at Naval Medical Center Portsmouth. - Government Buyer: - Department of Defense, Naval Medical Center Portsmouth, Bioskills Cadaver Lab - Contracting managed by the Defense Health Agency, HCD Southeast - OEM/Vendor: - Virginia Department of Health (sole source identified for required cadaver preparation and delivery) - Products/Services Requested: - 78 human cadavers over three years (26 per year) - 63 Soft Cure Thiel Method cadavers - 12 Flushed cadavers - 3 Embalmed cadavers - Preparation and delivery services, including: - Soft Cure Thiel Method preparation (unique requirement) - Flushed and embalmed preparation - Refrigerated ground transport with delivery within two hours of leaving vendor's facility - Scheduled monthly or as needed - Return of cremated remains to next of kin - Unique/Notable Requirements: - Only the Virginia Department of Health is identified as capable of meeting the Soft Cure Thiel Method preparation and rapid delivery requirement - Delivery must occur within two hours of leaving the vendor’s facility - Contract includes a base year and two option years

The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Virginia Department of Health for Human Cadavers- Soft Cure Thiel Method, Flushed, and Embalmed for the General Medical Examination (GME) Residency Training Program. The contract will consist of a base year and 2 option years; the period of performance for the base year is 01 July 2026 – 30 June 2027. This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", Virginia Department of Health is the only source available to provide Soft Cure Thiel Method Human Cadavers and deliver via ground transport within 2 hours of leaving the Vendor’s facility. The total estimated value is $395,700.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
