Scope This contract/purchase order contains the requirements for manufacture and the contract quality requirements for the CLAMP, MATERIAL LIFT, part of the Lifting Clamp Assembly #47 for use on Navy submarines. Government furnished equipment will be maintained until completion of contract; upon completion, the contractor must contact DLA Contracting Mechanicsburg to receive disposition. The contractor must immediately notify DLA Contracting Office Mechanicsburg of any damage or failure of the government furnished equipment provided. Order of Precedence: In the event of a conflict between the text of this contract/purchase order and the references and/or drawings cited herein, the text of this contract/purchase order shall take precedence. Nothing shall supersede applicable laws and regulations unless a specific exemption has been obtained.

Requirements Design and Manufacturing The Lifting Clamp Assembly #47 shall meet the material, mechanical, physical, welding and test requirements as specified on Drawing 4398614, including associated specifications. The supplier shall perform all welding and nondestructive testing and inspection in accordance with NAVSEA Technical Publications and MIL-STD-2035. Supplier welders must be qualified per NAVSEA Technical Publication S9074-AQ-GIB-010/248. The supplier shall have or fabricate required Weight Handling Equipment and Test Fixture per Drawing 4398614 to perform Weight Test and Holding Capacity Test. Weight Test and Holding Capacity Test shall be performed as specified; no clamp slippage is permitted once maximum test load is reached.
Marking Requirements Each first article and production lot unit shall be permanently marked and identified per Drawing 4398614 and MIL-STD-130. Matched set serial numbers shall be assigned to clamp halves and maintained. All piece parts shall be tagged or bagged with contract, drawing/item, heat, lot or batch and serial number until installed.
First Article Testing/Inspection First article testing and approval are required prior to production. Supplier shall notify Naval Surface Warfare Center, Philadelphia Division (NSWCPD) after award.
Configuration Control Contractor shall submit Engineering Change Proposals, Requests for Deviations, and Waivers per MIL-STD-973. Contractor shall notify PCO of prior authorizations for drawing revisions.
Mercury Free Material supplied shall contain no metallic mercury and be free from mercury contamination. Use of mercury or mercury-bearing instruments that might cause contamination is prohibited. If contamination occurs or is suspected, testing procedures are specified.
Quality Assurance Contractor is responsible for all inspection requirements. Inspection system shall be in accordance with MIL-I-45208 or ISO 9001 and NCSL Z540.3 or ISO 10012. Records of all inspection work shall be kept for 365 calendar days after final delivery. Surface finishes, finished edges, threads, and material control requirements are specified. First article and production lot testing/inspection procedures and reports are required with government approval prior to production and shipment.
Procedures Welding Procedure and Qualification Test Data per NAVSEA Technical Publications. Nondestructive Testing Procedure for Visual/Magnetic Particle or Liquid Penetrant inspection per NAVSEA Technical Publication and MIL-STD-2035.
Final Inspection and Acceptance Final inspection by DCMA-QAR and NSWCPD Quality Assurance Specialist as required.
Objective Quality Evidence Records Supplier shall maintain and furnish copies of all required certifications, inspection reports, and test reports as specified.
Packaging Preservation, Packaging, Packing and Marking shall be in accordance with the Contract/Purchase Order Schedule and MIL-STD 2073.
