The U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) is preparing to issue a Blanket Purchase Agreement (BPA) Call for Digital Archivist support services at the National Agricultural Library (NAL) in Beltsville, Maryland. - Government Buyer: - United States Department of Agriculture (USDA) - Agricultural Research Service (ARS) - National Agricultural Library, Data Production Division, Special Collections Unit - Scope of Services: - Digital Archivist to establish and maintain a digital preservation program for agricultural information collections - Develop preservation policies and procedures - Manage digital donations and new digital acquisitions - Perform quality control of digital content (daily/weekly file ingest, weekly QC) - Enhance metadata and ensure long-term accessibility and integrity of digital collections - Report on preservation efforts (monthly progress reports) - Provide expert advice in scholarly publishing, research integrity, copyright, licensing, and open/public access to USDA-funded research - Use digital preservation tools such as ArchivesSpace and Archivematica - Key Requirements: - Master's degree in library science or related field - Archival experience and expertise with digital preservation tools - Compliance with USDA security policies - Onsite work at the National Agricultural Library, Beltsville, MD - No specific OEMs or vendors are named; procurement is limited to existing BPA holders - No products or part numbers are specified; this is a pre-solicitation notice with no quotes accepted at this stage

Pre-solicitation for Commercial Services – Prepared in Accordance with FAR Part 12
The U.S. Department of Agriculture (USDA) intends to issue a BPA Call for a Digital Archivist. The intended sources are existing BPA holders under which multiple BPAs were awarded: 1232SA23A0006, 1232SA23A0007, and 1232SA23A0008.
A Request for Quote (RFQ) will be issued to these BPA holders. Award will be made to the vendor that provides the best value to the Government for these services.
Description of Services
USDA requires a Digital Archivist to provide expert advice and operational support in the following areas: Scholarly publishing Research integrity Copyright and licensing Open access and public access to USDA-funded research These services will advance USDA’s scientific integrity and gold-standard science requirements.
Scope of Work
Digital Archivist to establish and maintain a library digital preservation program, including foundational policies, that ensures the long-term accessibility, integrity, and quality of both digitized and born-digital collections. This includes effectively managing new digital acquisitions, enhancing metadata, and providing reporting on all preservation efforts. No quotes will be accepted at this time. This is a Pre-Soliciation Only.
