Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance with the information in FAR Part 12 Simplified Procedures under the test program for commercial items found at FAR Subpart 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation and attachments are included. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.GOV. Quoters shall follow the method of quote submission set forth in the solicitation.

The RFQ number is N0018926QW072. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 and DFARS Publication Notice 20251110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 337215 and the Small Business Size Standard is 500 employees. The proposed contract is being solicited and awarded to Metal Dynamics LTD on a sole source basis and this RFQ is not a request for competitive quotes.

In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. NAVSUP Fleet Logistics Center Norfolk, Regional Directorate Contracting Department, intends to acquire commercial items and services, for the purchase and installation of the System 90 Shelving system on board ships stores afloat. The purpose of this action is to provide consistent shelving systems that are used for authorized NAVSEA vendor for Ships Store Habitability. This requirement is to provide full modernization of Metal Dynamics, Ltd. System 90 metal slat wall-shelving fixtures and installation for the renovation of the ships

store space on board (APL) 61 barge. These items are the current shipboard approved fixtures and merchandising plan in support of the NAVSUP Navy Exchange (NEX) retail stores and services. The vendor shall be certified to properly install all equipment and provide the services. The vendor shall provide qualified employee service representatives necessary to properly maintain and repair various equipment at no additional charge to the government. See attached RFQ and SOW for more information.

Metal Dynamics LTD will be solicited, concurrent with this synopsis, to provide the requirement. The estimated award date is 26 March 2026 with a delivery date of 16 June 2026 and a period of performance 16 June 2026 to 14 August 2026.

This acquisition is being processed pursuant to FAR Part 6.103-1(b), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Metal Dynamics LTD is considered the only source able to successfully perform the requirement. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required support, as well as financial and technical information. However, this notice of intent is not a request for competitive quotes. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility.
