The USDA Agricultural Research Service (ARS) Germplasm Enhancement of Maize (GEM) Project is seeking small business vendors to provide isolated corn crossing and breeding nursery services for hybrid seed production and research. - Government Buyer: - USDA Agricultural Research Service (ARS), Germplasm Enhancement of Maize (GEM) Project, Plant Introduction Research Unit (PIRU) - Services Requested: - Six isolated corn crossing blocks for hybrid seed production - Two hand-pollinated corn breeding nurseries - Comprehensive field activities including land preparation, planting, pollination, pest and weed control, harvesting, drying, and shipping of seed - Delivery and Performance Locations: - Field work in central Illinois, central Iowa, eastern Nebraska, and northern Indiana - Seed delivery to USDA-ARS-NCRPIS (Ames, IA) and USDA-ARS (Clayton, NC) - Notable Requirements: - Vendors must demonstrate experience with large-scale corn nursery operations - Compliance with all technical and performance requirements as detailed in the Statement of Work - Procurement is a total small business set-aside under NAICS 111150 - Firm fixed price quotations, past performance references, and capability statements are required - No specific OEMs, part numbers, or commercial products are referenced; the focus is on agricultural services and expertise.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q0356 is issued as a Request for Quotation (RFQ) for Nursery Services
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 111150 The small business size standard is $2.5M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

In order to be considered for award OFFERORS SHALL SUBMIT ALL OF THE FOLLOWING:
Submit Firm Fixed Price quotation on Attachment 3- SF 1449, valid for at least 30 days after receipt of quote. Submit Sam.gov Unique Entity ID (UEI) with quotation. Past Performance References- Please see Attachment 5- Past Performance document for what is required. Submit Capability Statement- Assurance of experience, capability and qualifications which clearly demonstrate and support the contractor’s claim are essential.
REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions.
DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
