The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation.

Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from meeting the requirements of the clause entitled, “Post-Award Ethical Responsibilities of Personal Services Contractors,” or otherwise objectively performing their contractual duties upon contract award.

General Statement of the Purpose of This Contract Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.

Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is part of the Under Secretariat for Arms Control and International Security (T) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.

This position is located within the INL Section of the U.S. Embassy in Yerevan, Armenia with policy oversight and program coordination from the State Department’s INL Bureau. The INL section in Yerevan administers bilateral foreign assistance funding appropriated by the U.S. Congress, managing law enforcement and criminal law programs in Armenia.

The INL Office of Europe and Asia (INL/EA) is responsible for broad law enforcement, criminal justice, and counternarcotics policies and program management in accordance with U.S. foreign policy objectives throughout Europe and Asia. INL/EA develops and manages criminal justice sector reform programs and contributes to policy information in both regions.

INL/EA and INL field personnel administer all U.S. government assistance to the law enforcement and criminal justice sector in Armenia. The goal of this programming is to strengthen the ability of Armenian law enforcement agencies to combat criminal activity with a direct impact on U.S. citizens and businesses.

Position Purpose The purpose of this Personal Services Contract (PSC) position is to provide a Senior Law Enforcement Advisor (SLEA) for the INL Section in Yerevan, Armenia. This individual will assist the INL Director in developing and implementing law enforcement assistance programming in coordination with Armenian government agencies. The Senior Law Enforcement Advisor will oversee projects including assessment and development of initial and in-service training and equipment requirements for Armenian law enforcement agencies, delivery of technical training by appropriate subject-matter experts, and procurement of necessary equipment. The SLEA will fill in for the INL Director as needed, such as during vacancies between INL Directors. In those situations, the SLEA will respond to inquiries and provide information to embassy leadership on issues that fall under INL’s purview and support the INL section’s staff needs as needed. The SLEA will not oversee full-time employees nor make decisions on behalf of the U.S. government.

Contractor Responsibilities Assist in developing short, medium, and long-term strategic planning for INL Armenia’s Law Enforcement Development program area, including assistance to the Armenian police, investigative agencies, and agencies responsible for countering narcotics. Develop, implement, monitor, and evaluate programming to support INL Armenia’s Law Enforcement Development strategic goals. Regularly liaise with the international donor community in Armenia to coordinate assistance, avoid duplication, and attract funding beyond INL Armenia’s budget. Organize and participate in trainings for Armenian police, investigators, and counter-narcotics personnel. Build a network of contacts across the law enforcement sector to promote INL and Embassy Yerevan mission objectives. Manage all INL Armenia law enforcement-related procurements in coordination with the INL Director and relevant offices.

The SLEA will provide advice and support to the INL Director, INL locally engaged staff (LES), INL implementers, other U.S. law enforcement agencies at the Embassy, and Armenian law enforcement agencies. When filling in for the INL Director, the SLEA will represent INL in meetings, ceremonies, and representational events as required, articulating and promoting U.S. Government policies and goals.

Duties and Responsibilities Provide strategic planning and development of all phases of the law enforcement program in coordination with the INL team, focusing on medium and long-term strategic opportunities. Identify procurement opportunities, assist in preparation of procurement documentation, and guide INL LES in procurement processes. Communicate and coordinate with local and international donors to avoid duplication and achieve synergy. Assess host country law enforcement needs; manage and evaluate USG-sponsored law enforcement assistance projects. Organize and lead substantive trainings for Armenian law enforcement personnel. Coordinate with other components of Armenia’s criminal justice system for integration and functionality. Build and leverage a network of contacts across the law enforcement sector. Advise Armenian law enforcement agencies on best practices for institutionalizing reforms. Serve as a representative of the U.S. government, communicating and defending policies with professionalism and diplomacy. Serve as liaison with other U.S. Embassy agencies involved in law enforcement. Draft and assist in preparation of required annual strategic reports and budget input. Attend relevant conferences and meetings. Participate in visits by senior officials, serving as escort or control officer. Brief senior U.S. Embassy officials, official visitors, NGOs, and international counterparts on Armenian law enforcement issues and INL programming. Prepare written reports and other products for the INL Director, Political/Economic Section, and INL Washington. Serve as acting INL Director during absences, managing INL-funded programs and financial operations. Perform the role of Duty Officer when required. Perform other duties as assigned related to this Statement of Work.

Trainings & Distance Learning Courses If encumbering a full-time U.S. Embassy position for the first time, complete the Introduction to Working in an Embassy (PN113) distance-learning course within 120 days of arrival. Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to arrival. Complete Contracting Officer Representative (PA296) and Federal Assistance Management (PY260) distance-learning courses within 120 days of arrival. Complete the INL Pre-deployment Program Training (PREP) prior to arrival. Complete INL distance-learning modules on program design, monitoring, change, clarity, end use monitoring, and fraud awareness within 120 days of arrival. Work with the INL Program Office/Post to determine a timeline for completing the INL Staff Orientation and Readiness Training (SOAR). If applicable, consultations with the INL Program Office may be required.

Place of Performance & Travel Requirements The place of performance is the U.S. Embassy Yerevan, Armenia. Position may involve in-country and regional travel as circumstances dictate and allow.

Relationships The SLEA will report to the INL Director at the U.S. Embassy Yerevan and focus primarily on programs related to Armenian law enforcement. When serving as acting INL Director, the SLEA will report to both the Embassy’s Deputy Chief of Mission and receive programmatic direction from the INL/EA office in Washington.

The Contract Administrator shall be the INL Contracting Officer in Washington. No individual other than the Contracting Officer may alter or modify contract terms or waive Government requirements.

The INL Director will provide yearly performance reviews to the INL/SAO/IM Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review.

Complexity The SLEA must assess host country law enforcement needs and advise the INL Director in developing strategic visions. The SLEA must manage multiple projects and procurements simultaneously and have strong interpersonal communication skills.

Scope and Effectiveness The SLEA performs broad and extensive assignments related to a complex administrative/financial program spanning transnational organized crime, law enforcement, criminal justice, and counternarcotics programs in Armenia, which is of significant interest to the public and Congress.

Period of Performance Twelve (12) months from the date of award with four (4) optional one-year extensions.

Minimum Qualifications U.S. citizenship with ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). Security clearance upgrade to Top Secret may be required. Bachelor’s degree from an accredited institution, preferably in criminal justice or related field. Minimum of ten (10) years professional experience in U.S. law enforcement with arrest powers, including at least three (3) years handling transnational organized crime cases. Minimum of three (3) years professional experience in international law enforcement training and assistance. Minimum of three (3) years senior management experience including strategic planning, resource management, procurement, budgeting, oversight, evaluation, and active management of law enforcement operations. Demonstrated experience procuring law enforcement equipment as part of foreign assistance programming. Demonstrated experience managing law enforcement reform projects and ability to think strategically, meet deliverables, and communicate effectively. Knowledge of best practices in law enforcement including arrest procedures, search and seizure, use of force, firearms proficiency, defensive tactics, investigations, leadership/management development, curriculum and instructor development, and problem solving models. Experience working with foreign counterparts to further program objectives in a timely and concise manner.

Evaluation Factors Used to determine competitive ranking of qualified offerors. Responses must be limited to 500 words per factor.

Factor 1 (25 Points) Demonstrated ability to provide subject matter expertise in law enforcement including arrest procedures, search and seizure, use of force, firearms proficiency, defensive tactics, investigative techniques (especially transnational organized crime), and international cooperation.

Factor 2 (25 Points) Program Experience: Ability to assess law enforcement agencies, design and recommend programmatic interventions, manage large-scale law enforcement projects including work plans, vendor selection, financial management, acquisition, and monitoring and evaluation. Preferred experience in developing and implementing law enforcement assistance programs abroad, particularly in post-Communist countries of Central, Eastern, and Southern Europe.

Factor 3 (20 Points) Management and Communication Experience: Ability to communicate effectively, prepare and defend determinations on laws, policies, and regulations, advise program officials, and implement leadership/management development, curriculum and instructor development, and problem-solving models.

Basis of Rating Offerors meeting Education/Experience Requirements will be further evaluated based on Evaluation Factor responses. Failure to address factors may result in loss of credit.
